Town Council Meeting Agenda Pursuant to A.R.S. § 38-431.02 notice is hereby given to the public that the Sahuarita Town Council will hold a meeting at the date and time specified below at the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ. Members of the Town of Sahuarita Council will attend either in person or by telephone conference call. To better serve our community, the Sahuarita Council Chambers is wheelchair accessible. Persons with a disability may request a reasonable accommodation, such as a sign language interpreter, by contacting the Town Clerk’s Office at 520-822-8801. Invocation The Invocation will be given by Pastor Fred Eaton from Grace Church of Sahuarita. Our invocations are provided by volunteers, and presenters will be accepted and welcomed regardless of religious affiliation. Interested parties may contact the Town Clerk. 3. Pledge of Allegiance The Pledge of Allegiance will be led by Dreama Raymond, a seventh grade student at Sahuarita Middle School. 4. Roll Call 5. Presentations Proclamation declaring the month of August 2017 as Drowning Impact Awareness Month. 6. Approval of Agenda Action recommended: approve the agenda. 7. Call to the Public At this time, any member of the public is invited to address the Town Council on any issue which is on tonight’s Consent Agenda or on any issue which the Town Council can lawfully act upon at a future meeting. Written comments regarding any item on the agenda or on any issue which the Town Council can lawfully act upon may be submitted prior to the beginning of the council meeting for distribution to the Town Council. Pursuant to the Arizona Open Meeting Laws, the Council may not discuss the items, but individual members of the Council may respond to criticism made by those who have addressed the Council, may ask staff to review the matter, or may ask that the matter be placed on a future agenda. 8. Approval of the June 26, 2017 Regular & Special Meeting Minutes. B. Adoption of Ordinance No. 2017-123, striking the existing Title 6 in its entirety and replacing it with a comprehensive rewrite of Title 6, adopting “The August 2017 Amendments to Title 6 (Animal Control) of the Sahuarita Town Code” by reference, Resolution No. 2017-0518, establishing the Town’s animal control services; and declaring an emergency to exist making this ordinance immediately effective. C. Adoption of Resolution No. 2017-0514, authorizing the Town to enter into an Intergovernmental Agreement, Sahuarita Contract No. 180021, between the Town of Sahuarita and the United States Department of Justice, Drug Enforcement Administration, regarding the Drug Enforcement Administration Task Force with the Sahuarita Police Department, for the purpose of disrupting illicit drug traffic in the State of Arizona. D. Adoption of Resolution No. 2017-0515, authorizing the Town to enter into Town of Sahuarita Contract No. 180022, an Intergovernmental Agreement with Pima County, for the purpose of setting forth the terms for incarceration of the Town's prisoners by Pima County. E. Adoption of Resolution No. 2017-0517, adopting the Pima County Multi-Jurisdictional Hazard Mitigation Plan 2017. F. Adoption of Resolution No. 2017-0519, adopting a Notice of Intent to potentially increase the Town's Sanitary Sewer Fees by amending Title 13 of the Sahuarita Town Code; declaring as a public record the data supporting the increased fees; and setting a public hearing on the proposed increased fees. G. Adoption of Resolution No. 2017-0521, amending portions of the Town’s Personnel Policy Manual by amending Chapter 2 “Wages” by Amending Article 2-3 “Timekeeping;” amending Chapter 8 “Employee Benefits” by amending Article 8-1 “Employee Insurance;” and amending Chapter 9 “Leave Time” by amending Article 9-2 “Vacation” of the manual. H. Approval of Contract No. 180024, for Emergency Food Services with the Community Food Bank in Green Valley and Sahuarita Food Bank, in the amount of $42,000, commencing August 29, 2017 and terminating August 28, 2018; and approval of Contract No. 180025, for Emergency Housing, Shelter and Utility Assistance Services, with Green Valley Assistance Services, Inc. dba Valley Assistance Services, in the amount of $50,000, commencing August 29, 2017 and terminating August 28, 2018. I. Approval of Contract No. 180027 with WSP USA, Inc. to provide a Safety and Accessibility Study across I-19 at Sahuarita Road, commencing August 29, 2017 and terminating June 30, 2018 in an amount not-to-exceed $38,590.50. 9. Public hearing, discussion and possible adoption of Resolution No. 2017-0516, approving a Type 3 Conditional Use Permit for a new wireless tower and a related Height Waiver Request at 18900 S.
