CITY OF SALEM BOARD OF HEALTH MEETING MINUTES October 11, 2022 MEMBERS PRESENT: Jeremy Schiller, Chair, Paul Kirby, Geraldine Yuhas, Sara Moore, MEMBERS EXCUSED: Datanis Elias OTHERS PRESENT: David Greenbaum, Health Agent, Suzanne Darmody, Public Health Nurse, Joyce Redford, Director, North Shore/Cape Ann Tobacco/Alcohol Policy Program TOPIC DISCUSSION/ACTION 1. Call to Order 7:00pm 2. Approval of Minutes G. Yuhas motioned to approve the minutes. P. Kirby 2 nd. (September 13, 2022) Roll call vote: J. Schiller - yes P. Kirby – yes S. Moore – yes G. Yuhas – yes Motion passed by a vote of 4 to 0. 3. Eric Stone – Vapor Outlet, Appeal Postponed to the November Board of Health meeting. of violation of Regulation #24 4. Discussion/Deliberation of updates J. Redford presenting the combined regulation, incorporating state law into to City of Salem Board of Health Regulation #24, Restriction the Regulation #24. All yellow highlighted areas in the regulation denote Sale and Use of Tobacco Products updates due to changes in state law and that most of the highlights are and Nicotine Delivery Products expanded language or definitions to improve the language of the regulations. On page 8 of the regs there is a reduction of the number of tobacco licenses from 60 to 50, this is due to attrition. Another important update is that smoking bars are now explicitly prohibited. The regulations include two tables that identify what is a violation under state law and what is a violation under the local regulations. j. Schiller stated this is very good, the history of this is that it used to be very confusing, and this is very simplistic and is clear to the retailers. P. Kirby likes that this explicitly incorporates state law into the regulations. P. Kirby motioned to pas the updated language to Regulation #24, Restricting the Sale and Use of Tobacco Products and Nicotine Delivery Products effective 12/1/22 continue to exterminate the property. Chairperson Communications is the vending machines. D. Greenbaum explained that in light of the Roe v. Wade decision over the summer the Mayor has asked that the City work to deploy vending machines that can dispense Plan B emergency contraception. The vending machines would be attached to the wall and would dispense emergency contraception, and other public health products like Narcan, COVID test kits and feminine hygiene products. The plan is currently to have one machine in city hall annex and one in city hall with other locations to be determined. The last piece that we were waiting on was the standing order, the state has issued that order, so we are ready to move forward with this. P. Kirby asked what the cost of each product is. D. Greenbaum stated he did not know the exact cost; Plan B could be subsidized by the city. G. Yuhas, inquired as to whether there has been any feedback form parents. D. Greenbaum informed the board he has not received any feedback. Discussion took place around payment and confidentiality and age restrictions. D. Greenbaum reported that he had nothing of substance regarding the 6. Public Health Announcements public health announcements/reports/updates. He reminded the Board /Reports/Updates about the invitation to the sun safety kick off event on July 21, 2022. He also updated the Board that routine work was returning to pre-COVID levels. S. Darmody informed the Board that she is currently focusing on Flu clinic a. Public Health planning, working on scheduling clinics at the police and fire departments. Nurse Report Also, working with the school department to offer family flu clinics to Salem Public Schools families. Updated the Board about a business Narcan training offered by the Board b. Health Agent Report of Health, Police Department and Healthy Streets. c. Administrative Report Copy available at BOH office. d. Council Liaison Updates M. Riccardi updated the Board on creation of the Food Policy Council becoming a formal committee. The feeding of wildlife ordinance will be going in front of Council for final passage. 7. New Business/Scheduling of Future Discussion took place to change the November meeting to November 1 st Agenda Items from November 8th.  Items that could not be anticipated prior to the S.
