Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction . Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting , the audience shall refrain
from applauding or jeering speakers who have been recognized by the Presiding
Officer.

ID#13-195 Modification to Classification/Salary Schedule
Recommendation: Adopt a RESOLUTION restoring the Deputy Fire Marshal and Industrial Waste Crew
Supervisor classifications from inactive to active temporary status and accordingly
approve a modification to the Classification and Salary Schedule.
ID#13-155 2014 Stormwater Standard Plans
Recommendation: Adopt a RESOLUTION approving the 2014 City of Salinas Stormwater Standard Plans.
ID#13-156 1-Hour Parking Zone Designation
Recommendation: Adopt a RESOLUTION approving 1-Hour Parking Zone designations along the 600
Block of East Alisal Street from Wood Street and Hebbron Street.
ID#13-170 Tiburcio Vasquez Elementary School Improvements
Recommendation: Adopt a RESOLUTION accepting the Tiburcio Vasquez Elementary School sidewalk
and streetscape frontage improvements within the Monte Bella Development area for
maintenance and responsibility, and accept said landscaping improvements into the
City's infrastructure systems.
PUBLIC HEARING
ID#13-178 2nd Amendment to the FY 2013-14 ACTION PLAN
Recommendation: Consider approval of (1) the 2nd Amendment to the FY 2013-14 ACTION PLAN to (a)
seek approval from the U.S. Department of Housing and Urban Development (HUD)
for higher housing value limits in the HOME Investment Partnership program and (b)
provide a Section 108 Guaranteed Loan to the Industrial Waste Water Conveyance
System (IWWCS), and (2) authorization to submit the Section 108 Guaranteed Loan
Proposal to HUD for the IWWCS project.
ID#13-189 Public Facilities Impact Fee
Recommendation: Adopt an ORDINANCE establishing a Public Facilities Impact Fee for police, fire,
recreation, and library services; and adopt a RESOLUTION establishing the amount of
the Public Facilities Impact Fee.
CONSIDERATION
ID#13-192 City-wide Energy Efficiency Project
Recommendation: Adopt a RESOLUTION approving of an Agreement between the City of Salinas and
Chevron Energy Services and authorizing the Mayor to execute the agreement.
CLOSED SESSION
The City Council will recess to closed session pursuant to:
a. Existing Litigation – Government Code Section 54956.9(a), conference with legal
counsel, regarding existing litigation, Martinez v. City of Salinas, Monterey County
Superior Court Case No. M121463.
