ID#13-255 The City Council will proclaim May 6, 2014 as “Poppy Day” in the City of
Salinas.
ID#13-252 Councilmember Barrera will recognize the Firehouse Senior Site Council and
will proclaim May 2014 as Senior Citizen Month.
PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction . Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting , the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Receive communicaiton from Councilmembers on reports, appointments and future
agenda items. Councilmember comments are generally limited to three minutes.

member of the Council or the public requests discussion or a separate vote.

Recommendation: Adopt a RESOLUTION noticing the City's intent to sell properties located at One Main
Street, 331 N. Sanborn Road, 215 Lincoln Avenue, and 210 Salinas Street.
ID#13-218 East Market Street ADA Ramp Project and North Davis Road Median
Island Modifications
Recommendation: Adopt a RESOLUTION approving award of contract to Don Chapin Co., Inc. for the
East Market Street ADA Ramp Project, and North Davis Road Median Island
Modifications, Project No. 9048/9337 in the amount of $213,447.00.
ID#13-229 La Paz Park Stage Area Reconstruction Project
Recommendation: Adopt a RESOLUTION approving plans and specifications for the La Paz Park Stage
Area Reconstruction; Project No. 9061; and authorize issuance of invitation to bid, with
bids to be opened on June 3, 2014.
ID#13-235 Amend 457 Deferred Compensation Plans with ICMA-RC and
MassMutual (Hartford)
Recommendation: Adopt a RESOLUTION amending the plan documents with ICMA-RC (plan #300313)
and MassMutual Insurance (plan #109899) to implement a loan program for all
employees participating in those respective Deferred Compensation 457 plans.
ID#13-237 Park and Open Space Master Plan / El Dorado Park Appropriation
Recommendation: Adopt a RESOLUTION appropriating $199,558.00 from the Park and Open Space
Master Plan, CIP 9380, to the El Dorado Park, CIP 9670, for improvements and
maintenance.
PUBLIC HEARING
ID#13-212 Sanborn Road/US HWY 101/Elvee Drive Improvement Project, CIP 9117
Recommendation: Adopt a RESOLUTION to affirm the CEQA Findings and the Project Findings contained
in the attached resolution; adopt the Mitigated Negative Declaration (MND) and the
Mitigation and Monitoring Reporting Program (MMRP) for the Sanborn Road/U.S.
Highway 101 and Elvee Drive Improvements Project, CIP 9117; and approve the
remaining agreements and actions necessary to complete this project.
ID#13-179 FY 2014-15 ACTION PLAN
Recommendation: Adopt a RESOLUTION approving the proposed FY 2014-15 ACTION PLAN, and direct
staff to submit the PLAN to HUD; adopt a RESOLUTION approving amended Funding
Parameters for CDBG and ESG Funds; and adopt a RESOLUTION approving a two
year application cycle for CDBG Public Services Funding beginning in FY 2015-16.
