PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction . Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting , the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor. ID#13-236 Closter Park Basketball Court Improvements, CIP 9451 Recommendation: Adopt a RESOLUTION approving plans and specifications for the Closter Park Basketball Court Improvements, CIP 9451; and authorize issuance of invitation to public bid, with bids to be opened on July 29, 2014. ID#13-243 Industrial Wastewater Conveyance System Improvements Recommendation: Adopt a RESOLUTION approving award of contract to Floyd Johnston Construction, Inc. for the Industrial Wastewater Conveyance System Improvements , Project No. 9942, in the amount of $7,026,421.50. ID#13-277 2-Hour Parking Zones Request at Holaday Avenue Recommendation: Adopt a RESOLUTION approving two 2-hour parking zones designation along Holaday Avenue at 901 East Alisal Street. ID#13-296 Inclusionary Housing Program 2014 Income Limits Recommendation: Adopt a RESOLUTION approving the revised Inclusionary Housing Guidelines to reflect the 2014 income limits and affordable rent levels for inclusionary housing . ID#13-299 Annual Statement of Investment Policy Recommendation: Adopt a RESOLUTION accepting the Annual Statement of Investment Policy. ID#13-306 Purchase of Used Tiller Ladder Truck Recommendation: Adopt a RESOLUTION authorizing the direct purchase of one (1) used Simon/ LTI Tiller Ladder Truck from FireTec Corporation for $30,500. ID#13-307 Salinas Sports Complex Lease Agreement Amendment Recommendation: Adopt a RESOLUTION approving a Lease Agreement Amendment with the California Rodeo Association. ID#13-314 Amendment to the Classification/Salary Schedule - Adjustment of Temporary Salaries to comply with the State Minimum Wage Recommendation: Adopt a RESOLUTION to amend the Classification-Salary Schedule for the adjustment of temporary salaries to comply with the State minimum wage pursuant to AB 10. ID#13-315 2014 Slurry Seal Project Recommendation: Adopt a RESOLUTION approving plans and specifications for the 2014 Slurry Seal Project - Project No. 9438; and authorize issuance of invitation to bid, with bids to be opened on July 15, 2014. CONSIDERATION ID#13-317 Public Review Draft of the General Plan Economic Development Element Recommendation: Adopt a RESOLUTION authorizing the City Manager to enter into contracts for professional services to: 1) complete analyses to advance the ED Element towards consideration for formal approval; 2) analyze the resource requirements for implementation of the 5 Year Action Plan, and; 3) assist in implementation of strategies and actions within the ED Element that are deemed eligible for action without additional CEQA analysis or General Plan Amendment. ID#13-301 Oldtown Salinas Association Assessment District Report FY 2013/2014 and Resolution of Intention to Levy and Collect an Annual Assessment in FY 2014/15 Recommendation: Adopt a RESOLUTION approving the Oldtown Salinas Association's Annual Report FY 2013/14, and budget for FY 2014/2015, as required for the Oldtown Salinas Parking and Business Improvement Area; and adopt a RESOLUTION OF INTENTION to levy and collect an annual assessment in the Oldtown Salinas Parking and Business Improvement Area for FY 2014/2015; and set a public meeting for July 8, 2014 to consider the levy. ID#13-213 Marina-Salinas Corridor Recommendation: Adopt a RESOLUTION supporting the preferred alignment of the Marina-Salinas Corridor through Salinas.
