GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction . Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting , the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor. Councilmember comments are generally limited to three minutes. CONSIDERATION ID#13-282 Revenue Measures Recommendation: It is recommended that the City Council: 1. Adopt a resolution calling an election to ask the voters of the City of Salinas to approve a general transactions and use tax of one cent for fifteen years and with citizens' oversight; and 2. Adopt a resolution calling an election to ask the voters of the City of Salinas to modernize the Utility Users Tax within the City of Salinas by reducing the applicable tax rate and updating the applicability of the Utility Users Tax . 3. Authorize, through the two resolutions, the Monterey County Board of Supervisors to consolidate the election with the established general election to be held on November 4, 2014, and requesting the Monterey County Elections Department to conduct the election on the City's behalf.
