PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

ID#13-291 League of California Cities Voting Delegates
Recommendation: Approve recommendation for appointment of Mayor Joe Gunter as the voting delegate
and Councilmember Gloria De La Rosa as the alternate voting delegate for the League
of California Cities' annual business meeting on policy resolutions on September 5,
2014.
ID#13-300 David and Lucille Packard Grant Award
Recommendation: Adopt a RESOLUTION accepting a grant award in the amount of $150,000 from the
David and Lucile Packard Foundation to purchase playground equipment for Cesar
Chavez Park.
ID#13-331 Sanitary Sewer Pipeline and Manhole Repair/Rehabilitation at Various
Locations; Project No. 9126
Recommendation: Adopt a RESOLUTION approving award of contract to Southwest Pipeline and
Trenchless Corporation, for the Sanitary Sewer Pipeline and Manhole
Repair/Rehabilitation at Various Locations; Project No. 9126 in the amount of
$2,771,435.00 (Base Bid plus all Additive Alternatives).
ID#13-345 Salinas Municipal Aquatic Center Lease Amendment
Recommendation: Adopt a RESOLUTION approving the lease amendment with Salinas Valley Aquatics
and Salinas Valley Aquatics Development Foundation for the Salinas Municipal Aquatic
Center located at One Bernal Drive
PUBLIC HEARING
ID#13-327 Planned Unit Development Permit 2013-001; a request to amend Planned
Unit Development Permit 04-03 (PUD 04-03) to allow construction of a new
freestanding restaurant with a drive through (Sonic) located at 1050 North
Davis Road in the CR (Commercial Retail) Zoning District.
Recommendation: Adopt a RESOLUTION accepting the proposed Mitigated Negative Declaration and
Mitigation Monitoring and Reporting Program and approve the Planned Unit
Development Permit to allow construction of a new freestanding 1,796 square-foot
restaurant with a drive through at the Laurel West Shopping Center.
ID#13-334 Oldtown Salinas Parking and Business Improvement Area Levy of
Assessment - FY 2014/2015
Recommendation: Adopt a RESOLUTION which denies the protests and confirms the Oldtown Salinas
Parking and Business Improvement Area Assessment District Report for Fiscal Year
2013/2014; that sets forth the budget for Fiscal Year 2014/15 and describes the
proposed use of funds for the upcoming year, which shall constitute the levy of an
assessment for that fiscal year.

ID#13-329 Annual Levy of Maintenance Assessments for the Airport Business Center,
North/East Area, Harden Ranch, Vista Nueva, and Mira Monte, and
Monte Bella Maintenance Districts.
Recommendation: Consider adopting a RESOLUTION amending and/or approving the Engineer's Annual
Levy Report and a RESOLUTION ordering the levy and collection of assessments
within the Airport Business Center Maintenance District, Assessment District No. 87-1,
North/East Area Maintenance District, Assessment District No. 88-3, Harden Ranch
Maintenance District, Assessment District No. 91-1, Vista Nueva Maintenance District,
Assessment District No. 97-2, Mira Monte Maintenance District, Assessment District
No. 2000-1, and Monte Bella Maintenance District, Assessment District No. 2004-1 for
fiscal year 2014/2015.
CONSIDERATION
ID#13-347 Monterey-Salinas Transit Request to place a 1/8 cent Sales Tax Measure on
the November 2014 Ballot
Recommendation: Adopt a RESOLUTION approving a request from Monterey-Salinas Transit (MST) to
place a one-eighth of one percent county-wide sales tax measure on the November 4,
2014 ballot.
JOINT CITY COUNCIL AND SUCCESSOR AGENCY TO THE FORMER SALINAS
REDEVELOPMENT AGENCY
CONSIDERATION
ID#13-344 Proposed termination of the National Steinbeck Center Loan Agreement
executed June 15, 2010 in the amount of $484,715.65 plus accrued interest.
Recommendation: It is recommended that the Salinas Successor Agency:
1. Adopt a RESOLUTION electing to terminate the Loan Agreement executed June 15,
2010 in the amount of $484,715.65 plus accrued interest (approximately $5,500)
thereby forgiving the Loan; and
2. Adopt a RESOLUTION directing the Successor Agency's Executive Director to
prepare a termination agreement in a form approved by the Successor Agency's
General Counsel to implement the loan forgiveness; and
3. Adopt a RESOLUTION requesting approval of said action from the Salinas Oversight
Board at their next regular meeting scheduled July 9, 2014.
