PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Receive communication from Councilmembers on reports, appointments and future
agenda items. Councilmember comments are generally limited to three minutes.

All matters listed under Consent Agenda may be enacted by one motion unless a
member of the Council or the public requests discussion or a separate vote.

Recommendation: Approve financial claims report.
ID#13-357 Figtree Property Assessment Clean Energy (PACE) Financing Program
Recommendation: Adopt a RESOLUTION Authorizing the City of Salinas to Join the Figtree Property
Assessed Clean Energy (PACE) Program; Authorizing the California Enterprise
Development Authority ("CEDA") to Conduct Contractual Assessment Proceedings and
Levy Contractual Assessments within the Territory of the City of Salinas and Authorize
Related Actions.

ID#13-359 Transmittal of FY 2014-2015 Assessment and Maintenance District Levies
to the Monterey County Tax Collector
Recommendation: Adopt a RESOLUTION transmitting the annual levies including holding Monterey
County harmless with respect to the collection of the City's assessment and property
related fees and charges.
ID#13-360 Amendment to PEG Agreement with MCOE and Authorizing the Finance
Director to Expend PEG Funds
Recommendation: Adopt a RESOLUTION approving Amendment #1 to the PEG support agreement
between the City of Salinas and the Monterey County Superintendent of Schools
(MCOE) and authorize the Finance Director to expend PEG Funds, as necessary to
support PEG activities.
ID#13-362 2014 Installation of Engineered Wood Fiber Chips at Various City Parks
Recommendation: Adopt a RESOLUTION approving award of contract to Naturescapes for the 2014
Installation of Engineered Wood Fiber Chips at Various City Parks, Project No. 9060, in
the amount of $116,675.50.
ID#13-364 Agreement between the City of Salinas and Carr Avenue Limited
Partnership, L.P., in the amount of $500,000 for the Vista de la Terraza
Housing Development
Recommendation: Adopt a RESOLUTION approving the proposed loan agreement between the City of
Salinas and Carr Avenue Limited Partnership, L.P. in the amount of $500,000 to be
made available to the Vista De La Terraza (VDLT) affordable housing development
located at 165-177 Carr Avenue.
ID#13-365 2014 Phase 2 Sanitary Sewer Pipeline and Manhole Repair/Rehabilitation
at Various Locations; Project No. 9126
Recommendation: Adopt a RESOLUTION approving amendment #1 to the Professional Services
Agreement between the City of Salinas and Harris & Associates, Inc. amending the
scope of work to include additional engineering services related to the 2014 Phase 2
Sanitary Sewer Pipeline and Manhole Repair/Rehabilitation at Various Locations
(Project No. 9126) in the amount of $386,000.
PUBLIC HEARING
ID#13-320 Justice Assistance Grant (Local Jag Formula 2014) Application and MOU
Recommendation: Adopt a RESOLUTION approving submittal of a Justice Assistance Grant (JAG)
application and the execution of an MOU related to funding for the JAG grant.
ADMINISTRATIVE REPORT
ID#13-367 Chevron Energy Services Agreement Update
Recommendation: Receive an informational update on the Energy Services Program Agreement between
the City of Salinas and Chevron Energy Services (Chevron).
