PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

Recommendation: Approve financial claims report.
ID#13-332 La Paz Park Stage Area Reconstruction; Project No. 9061
Recommendation: Adopt a RESOLUTION rejecting the apparent low bidder, Monterey Peninsula
Engineering as non-responsive, and approving award of contract to The Don Chapin
Company, Inc., for the La Paz Park Stage Area Reconstruction (CIP No. 9061) in the
amount of $53,980.00

ID#13-333 Closter Park Basketball Court Improvements, CIP 9451
Recommendation: Adopt a RESOLUTION approving award of Contract to Nor-Cal Contractor for the
Closter Park Basketball Court Improvements, CIP 9451, in the amount of $278,930,
and approve relocation of crosswalk at the intersection of Towt Street and Bellehaven
Street.
ID#13-376 Greater Monterey County Prop-84 Drought Grant
Recommendation: Adopt a RESOLUTION authorizing a grant application be submitted to and execute an
agreement with, the California Department of Water Resources to obtain a 2014
Integrated Regional Water Management Drought Grant.
ID#13-381 Response to 2013-2014 Monterey County Civil Grand Jury Final Report
No. 10 and Final Report No. 11
Recommendation: Authorize the Mayor to sign the letter responding to the findings and the
recommendations in the 2013-2014 Monterey County Civil Grand Jury Final Report No.
10 "An Overview of the Salinas Police Department" and Final Report No. 11 "Law
Enforcement Special Weapons and Tactics Training in Monterey County."
ID#13-382 League of California Cities’ Policy Resolution
Recommendation: Authorize the City's delegate to vote in support of the League of California Cities'
proposed Policy Resolution at the League's annual business meeting on September 5,
2014.
CONSIDERATION
ID#13-400 Proposed Ordinance to Ban Single-Use Carryout Plastic Bags
Recommendation: Introduce and subsequently adopt an ORDINANCE prohibiting the use of single-use
carryout plastic bags in the City of Salinas and approve a Class 7 and Class 8
Categorical Exemption under the California Environmental Quality Act.
ID#13-386 2014 Fireworks Season Update
Recommendation: Provide direction to staff regarding a phase-out of the sale of Safe and Sane Fireworks
over the next two years; review the block party ordinance to include increased outreach
to stakeholders, fines and staff time reimbursement for non-compliances; and an
increase the Safe and Sane Surcharge from 7% to 10% to cover additional costs of
enforcement and a proposed community fireworks show.

b. Real Property Negotiations (National Steinbeck Center) - Government Code Section
54956.8, conference with real property negotiators City Manager Ray E. Corpuz, Jr., City
Attorney Christopher A. Callihan, and Project Manager Don Reynolds, to discuss the price
and terms of the lease or sale of the facility located at One Main Street, APN 002185039000.
c. Potential Litigation - Government Code Section 54956.9(d)(2), conference with legal
counsel, regarding potential initiation of litigation (one case).
