ID#13-515 Special Tax Initiative Petition - Report on Effect of Initiative Petition Recommendation: Adopt a RESOLUTION ordering a special election, to be held pursuant to Elections Code 1400 and Elections Code 9214, at which time the ORDINANCE, imposing a one-cent transactions and use tax to fund specified public safety programs (special tax), without alteration, shall be submitted to a vote of the people of the City of Salinas; authorize the City Attorney to petition the Court for relief from the obligation imposed upon the City under California Elections Code section 9214 to hold a special election on the proposed special tax. PUBLIC HEARING ID#13-520 Salinas Regional Soccer Complex Recommendation: Adopt a RESOLUTION approving a Mitigated Negative Declaration and Mitigation Monitoring Program for the Salinas Regional Soccer Complex Project and approving the remaining agreements and actions necessary to complete the project.
