PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Receive communication from Councilmembers on reports, appointments and future
agenda items. Councilmember comments are generally limited to three minutes.

ID#13-500 Acceptance of Grant Award From U.S. Department of Justice and the
Office of Juvenile Justice and Delinquency
Recommendation: Adopt a RESOLUTION accepting the U.S. Department of Justice and Office of Juvenile
Justice and Delinquency Award Number 2012-NY-FX-0003, Supplement 2 in the
amount of $222,200 to fund National Forum on Youth Violence Prevention core
program and continued expansion of PBIS in Salinas
ID#13-507 First 5 Monterey County Grant Packard Playgroup Expansion Project
Award
Recommendation: It is recommended that the City Council accept the First 5 Monterey County "Packard
Playgroup Expansion" Grant award of $24,531 to the Salinas Public Library for the
expansion of their early literacy playgroup sessions.
ID#13-515 Special Tax Initiative Petition - Report on Effect of Initiative Petition
Recommendation: Adopt a RESOLUTION ordering a special election, to be held pursuant to Elections
Code 1400 and Elections Code 9214, at which time the ORDINANCE, imposing a
one-cent transactions and use tax to fund specified public safety programs (special
tax), without alteration, shall be submitted to a vote of the people of the City of Salinas;
authorize the City Attorney to petition the Court for relief from the obligation imposed
upon the City under California Elections Code section 9214 to hold a special election on
the proposed special tax.

Recommendation: Adopt a RESOLUTION approving a Mitigated Negative Declaration and Mitigation
Monitoring Program for the Salinas Regional Soccer Complex Project and approving
the remaining agreements and actions necessary to complete the project.

Recommendation: Direct staff to proceed with the implementation of an Advanced Life Support (ALS) First
Responder and Vehicle Accident Collision (VAC) Cost Recovery Fee(s) ordinance,
resolution and third party billing agreement.
