Council the necessary approvals to finance, develop and construct a new public

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Craig provided an update on the proposed Transportation Agency for
Monterey County (TAMC) transportation sales tax and added that TAMC is in the
process of identifying regional projects. She added that the cities can receive a
percentage of the tax for special road projects and guaranteed minimums for smaller
jurisdictions. She added that the City of Salinas will be proposing a population/lane miles
formula for allocation of funds.
Councilmember Barrera announced that MST will be installing four new bus shelters
throughout the City. He stated that the lease for the Firehouse Recreation Center is due
next year and recommended a long term lease be put in place for all-day use by seniors
and evening use by youth. Councilmember Barrera requested fountains, lights,
bathrooms, and overall maintenance at Natividad Creek Park. He requested a report from
the Police Chief on violence and crime prevention efforts.
Councilmember De La Rosa requested increased maintenance at all parks to ensure
public safety.
Councilmember Lutes announced she will be discussing the relocation of the solid waste
transfer station and the CEQA process at upcoming Salinas Valley Solid Waste Authority
(SVSWA) meeting. She announced the upcoming Medicinal Marijuana Subcommittee
meeting and stated that both the committee and legal counsel will bring back a draft
ordinance in January 2016.
Councilmember Castaneda requested the Council consider declaring a state of
emergency addressing shelters for the homeless. He requested a senior citizens
commission, recommended merging the Animal Services Committee and the Police
Community Advisory Committee. He additionally requested an analysis from legal
counsel regarding sidewalk repairs with the use of Measure G funds, and also requested
a memo regarding closed session reporting requirements. Councilmember Castaneda
further requested a policy that addresses park standards, recreation center, and city
facilities.
Councilmember McShane requested the City Manager create a brochure highlighting city
events and history. He announced he visited with the new pastor of the Methodist Church
and they have committed to working with the city on addressing homeless issues.
