Amendment
Upon motion by Councilmember McShane, second by Councilmember
Castañeda, the City Council adopted Resolution 20883 to Amend the FY 2014-2015
Action Plan to reallocate $25,219 in Emergency Solutions Grant (ESG) funds from
Central Coast HIV/AIDS Services and Shelter Outreach Plus to Franciscan
Workers of Junipero Serra for HMIS and Homeless Prevention. The motion
carried by the following vote:
Ayes: 5- Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes,
Councilmember McShane and Mayor Gunter

Procedure
Upon motion by Councilmember Lutes, second by Councilmember De La Rosa,
the City Council adopted Resolution 20884 approving an Administrative
Procedure for the Removal of Unlawful Campsites, Bulky Items, and Personal
Property, and authorize the City Manager to execute an agreement with Smith
and Enright Landscape Services Inc., to provide encampment cleanup services
for the City. The motion carried by the following vote:
Ayes: 4- Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and
Mayor Gunter
Noes: 1- Councilmember Castañeda

Locations, Project No. 9126 for maintenance and responsibility. The motion was

emergency fuel tanks for the City fire stations. The motion carried by the

City Council adopted Resolution 20892 approving an increase of fines for
building and safety code violations to the maximum amount allowed under state
law. The motion carried by the following vote:

ID#15-466 Classification/Salary Schedule Adjustment of State Minimum Wage Salaries
Upon motion by Councilmember McShane, second by Councilmember Lutes, the
City Council adopted Resolution to amend the Classification/Salary Schedule for
the adjustment of permanent and temporary salaries to comply with the state
minimum wage pursuant to AB 10, approved in September, 2013. The motion
carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember McShane announced the Salinas Jaycees is looking for volunteers to
help out with their annual Children’s Shopping Tour. He announced the Holiday Home
Lighting Competition will take place this month and encouraged residents to participate.
Councilmember Castaneda requested safe and sustainable housing in the City. He
further requested Council declare a state of emergency declaring vacant public buildings
to be used as warming shelters. Councilmember Castaneda requested an update on the
Local Urban Gardner’s proposal, an update report on maintenance of water fountains at
all parks City parks, and a report outlining citations issued to homeless for illegal lodging
or trespassing. He appointed Itzel Montoya to the Youth Advisory Commission.
Councilmember Lutes reported that Salinas Valley Solid Waste Authority (SVSWA) has
entered into an agreement to look at recycling of green fiber, organic recovery system
and SVSWA is moving forward on the CEQA process for the relocation of the transfer
station.
Councilmember De La Rosa stated Monterey Regional Water Pollution Control will be
having a Strategic Planning session next week.
Mayor Gunter appointed Paula Gail Johnson to the Airport Commission on behalf of
Councilmember Barrera and re-appointed Gary Edwards to the Monterey County

Commission on Disabilities. He reported he went to the City of Sacramento with the
Public Works Director and the City Manager and met with the State Official and
discussed AgTech. They also met with the Department of Water Resources Office to
discuss future funding opportunities for water projects.
