The City Council recessed to a reception in honor of Mayor Elect Gunter, and Councilmembers Elect Davis, De La Rosa and Villegas. The following audience members commented on the report: Brenda Arreola, California Water Service Company Robin Lee Tom Adcock, Alco Water Al Espindola Unidentified audience member City of Salinas Page 1 City Council Meeting Minutes - Final December 13, 2016 Abby Taylor Silva, Growers Shippers Association Upon motion by Councilmember McShane, second by Councilmember Craig, Resolution 21101 authorizing the Mayor of Salinas to execute a Joint Powers Authority Agreement establishing the Salinas Valley Basin Groundwater Sustainability Agency ("SVBGSA") was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21101 PUBLIC HEARING ID#15-976 2016 California Building Standards Code and Local Amendments Received report from Building Official Joseph Desante which is filed in the City Clerk's Office as the official record. Upon motion by Councilmember De La Rosa, second by Councilmember McShane, Ordinance 2584 amending Chapters 9 and 13 of the City Code by adopting the 2016 California Building Standards Code and related building and fire amendments was adopted. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: ORD 2584 CONSENT AGENDA ID#15-1010 Minutes Tabled minutes of November 1, 2016 and November 29, 2016. ID#15-1013 Financial Claims Upon motion by Councilmember Craig, second by Councilmember McShane, the Financial Claims Report was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter ID#15-933 Subdivision Ordinance Update (City Code Amendment 2015-001) and Negative Declaration Upon motion by Councilmember De La Rosa, second by Councilmember McShane, Ordinance 2585 accepting the Negative Declaration (ND), and approving City Code Amendment (CCA) 2015-001, replacing Chapter 31 (Subdivisions) of the Salinas Municipal Code, in its entirety was adopted. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21102 ID#15-1015 Compensation Plan for Department Directors Upon motion by Councilmember Craig, second by Councilmember McShane, Resolution 21103 authorizing the City Manager to sign the Compensation Plan Agreement for Department Directors was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21103 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember McShane asked for clarification regarding Permit Center fees for variances. He announced upcoming events which included the Salinas Valley Chamber of Commerce holiday mixer, the Holiday Home Lighting competition, and a Salinas Police Chief Meet and Greet hosted by Salinas High School. Councilmember McShane requested presentation from CSUMB regarding the expansion of One Main Street. Councilmember McShane reported that he attended a Salinas City Center Improvement Association meeting. Councilmember Villegas thanked the public for their votes and stated he looks forward to the next four years on the City Council. Councilmember Craig welcomed the newly elected Councilmembers and commended them for their participation thus far at community events. Councilmember Craig reported that she attended a Railroad meeting on behalf of Councilmember McShane where they expressed concerns regarding ADA compliance at the Intermodal Transportation Center (ITC) and Railroad Museum. She added that a follow-up meeting has been scheduled for March 2017. Councilmember Craig reported she met with the Joint Animal Shelter Committee and stated that both the City and County are moving forward towards the development of a JPA. Councilmember Craig reported that the Transportation Agency for Monterey County announced that there are nine properties that need to be acquired in order to move forward with the development of the ITC. She added that TAMC has acquired two of the properties and expressed concerns regarding eminent domain as it relates to acquisition of the remaining seven properties. Councilmember Craig City of Salinas Page 3 City Council Meeting Minutes - Final December 13, 2016 commended the Salinas Jaycees for their yearly Shopping Tour. Councilmember De La Rosa thanked all the volunteers that helped out with her reelection. She welcomed the new Councilmembers and looks forward to collaborating with them. Councilmember De La Rosa reported that she attended an emergency preparedness meeting with NALEO and will share notes at a future meeting. She announced upcoming holiday events at the Breadbox and the Hebbron Family Center. Councilmember Barrera welcomed Councilmembers Davis and Villegas and commended Councilmember De La Rosa and Mayor Gunter on their reelection. Councilmember Barrera announced he will be hosting a community meeting for the residents of Monte Bella at the Cesar Chavez Library. Councilmember Davis thanked his family and volunteers for their support throughout his campaign. He added that he has a very diverse background which include being a Deputy Sheriff, business owner, and active labor union member. He stated he looks forward to working with the entire City Council and the community. He added that serving on the Council is a collaborative effort and hopes the meetings will be more succinct in order to garner more public participation. Mayor Gunter reported he attended the monthly LAFCO and FORA meetings. He further announced he will be hosting a community meeting on January 4, 2017 at the Salinas Community Center to discuss public safety, streets and sidewalks, and as an opportunity to meet Salinas Police Chief Adele Fresé. He announced the City will host a future meeting in the Alisal as well. Mayor Gunter thanked the community for support of his re-election. Mayor Gunter stated he will be making changes to the Regional Board and Committee appointments throughout the next few Council meetings. As such, he appointed Councilmember Davis and Barrera to the Finance Committee; Councilmember Craig will serve on the Salinas Valley Solid Waste Authority replacing former Councilmember Jyl Lutes.
