Planning Systems, Inc. (EPS) for the West and Central Area Specific Plans Fiscal
Impact Analysis study along with a supplemental appropriation of $98,500 was

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis appointed Tyrone Ward to the Library and Community Services
Commission, Jose Mendoza to the Police Community Advisory Committee and Ricky
Cabrera to Planning Commission. He reported he is setting up a community meeting in
collaboration with District 1, 2 and 4. Councilmember Davis requested a resolution
affirming equality, dignity and respect regardless of national origin or immigration status.

Request was second by Councilmember Barrera and recommended Council
consideration at the February 7, 2017 meeting.
Councilmember Barrera commended Steve Furtado for his efforts on behalf of the
Salinas Firefighters Association’s donation to the Salinas Police Activities League. He
reported that he is hosting a Commissioner/Committee members meeting for all District
2 representatives on Monday, January 30, 2017. Councilmember Barrera reported he
attended a meeting at a local elementary school where the parents expressed concerns
regarding pedestrian safety and school crosswalks. Councilmember Barrera thanked
Mayor Gunter for appointing him to the Finance Committee.
Councilmember De La Rosa thanked the community and local organizations for their
generosity during the holiday season. She expressed support of the immigration
resolution proposed by Councilmember Davis and Barrera. Additionally, she requested
the Mayor and the City Manager consider providing financial support for the Cesar Chavez
Celebration. Councilmember De La Rosa requested a status updated on the development
of the Heath Center at the Nazareene Church. She requested an update on division street
property.
Councilmember Villegas appointed Dr. Juan Mendoza to the Measure G Oversight
Committee, Miguel Porras Library and Community Services Commission, and Amit
Pandya to the Measure V Oversight Committee. Councilmember Villegas requested a
meeting with Congressman Panetta to address community needs specific to funding for
sidewalks, infrastructure and housing.
Councilmember McShane reported that he hosted a successful Meet and Greet meeting
with Chief Fresé on January 9, 2017. Councilmember McShane added that there is a
great need for support of public arts and announced there is an ordinance coming forward
for Council consideration on February 7, 2016. Councilmember McShane announced an
upcoming press conference on Nacional Street regarding the neighborhood traffic
calming measures in the area. Councilmember McShane requested the City Attorney
initiate work to remedy the city’s position regarding the HERO program. Request was
Second by Councilmember Barrera. Councilmember McShane announced he will be
absent on January 24, 2017.
Mayor Gunter requested the City Manager provide an update regarding the impacts
CalPERS rates will have on the City. He additionally requested an update regarding
parking enforcement and the City’s contract with Serco. Mayor Gunter announced Mary
Ann Worden is resigning from the Traffic and Transportation Commission, as such, he
appointed Yolanda Hayes effective February 9, 2017. Mayor Gunter reminded the City
Council to ensure they are adhering to Brown Act regulations specifically when engaging
with others members of the Council via email or telephone.
