The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember McShane ID#17-047 Pavement Management System; Project No. 9672 Upon motion by Councilmember Craig, second by Councilmember De La Rosa, Resolution 21115 approving a Technical Support Services Agreement in the amount of $214,435 between the City of Salinas and Metropolitan Transportation Commission for services related to developing a computer-based Pavement Management System for the City (Project No. 9672); and approving and authorizing the transfer of funds in the amount of $124,000 from Project No. 9073 - Downtown Public Restrooms to Project No. 9672 - Pavement Management System was approved. Corpuz, Jr. and Marie Glavin, consultant for Management Partners. Report is filed in the City Clerk's Office as the official record. The following audience members commented on the report: Kayla Bumba Mike Payne Eric Petersen Councilmember Craig commended staff for moving projects forward and stated she appreciates the progress thus far. She added that the Law Enforcement Operations Center was an effective group and recommended the Chief of Police consider re-establishing a similar multi-jurisdictional joint effort. Councilmember Craig stated there is a billboard in District 6 and recommended the Chief consider using it to advertise police employment opportunities. Councilmember Craig expressed concerns regarding officer safety with the increase in monitoring and tracking police scanners. She urged staff to continue with the implementation of the NGEN system. She commended the Neighborhood Services Coordinator for her efforts and the increase in public engagement via social media. Councilmember Craig requested the city aggressively continue its efforts to establish its own ambulance transport and paramedic services as a cost savings measure. Councilmember Villegas recommended reaching out to the military as a means of recruiting police officers. He added that the military can provide a great opportunity to hire qualified candidates as they have been vetted through their service in the military. Councilmember De La Rosa expressed support for a senior center. She expressed concerns regarding the Salinas United Business Association’s lack of quorum and input as it related to the Sun Street Transfer Station. She added that the transfer station relocation should continue as a priority. Councilmember Barrera commented that the community is responsive to law enforcement as long as there is mutual respect and engagement. He commended staff for the progress on the initiative thus far. Councilmember Davis stated that crime is main priority in District 1. He added that establishing partnership as a means to battle crime is critical, and recommended financing and funding efforts such as the “operation safe streets” task force. Councilmember Davis recommended the City focus on prevention, intervention, and education through collaborative partnership with the school districts and other public service providers as preventative measures. Mayor Gunter commended the consultant, staff and the directors for the progress on the City of Salinas Page 4 City Council Meeting Minutes - Final January 24, 2017 2017-19 plan. He added that the City will continue to work with the seniors to address their needs for a senior center and additional senior services. Upon motion by Councilmember Davis, second by Councilmember De La Rosa, Administrative Report was received and accepted. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember McShane COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Davis reported that he attended the League of California Cities Conference for New Mayors and Councilmembers in Sacramento, California where he had the opportunity to meet with Assemblywoman Ana Caballero and Bill Monning. He announced that he is hosting a community meeting in District 1 in collaboration with District 2 and District 4 taking place on February 2 at 6 p.m. at Dr. Oscar Loya Elementary School. Councilmember Davis appointed Lupe Sanchez to the Measure V Oversight Committee; Jose Mendoza to the Police Community Advisory Committee; Elias Nunez to the Traffic and Transportation Commission; George Anzo to the Planning Commission; and Juan Uranga to the Measure G Oversight Committee. Councilmember Barrera reappointed Jack Alisea to Measure V Oversight Committee. Councilmember Barrera requested a presentation from Brian Contreras, Second Chance Youth and Family Services. Request was second by Councilmember De La Rosa. He announced that on January 30 he is hosting a meeting for District 2 Commission appointees at 6 p.m. at City Hall. He announced that the residents of Acosta Plaza are having press conference to highlight the future purchase of the Sanborn Ranch House on Thursday, January 26 at 11 a.m. Councilmember De La Rosa reported she attended Preventing Alcohol Related Trauma in Salinas Coalition where they celebrate their 20th anniversary. Councilmember De La Rosa removed Brandon Hill from the Planning Commission and appointed him to the Traffic and Transportation Commission. She also appointed former Councilmember Jyl Lutes to the Planning Commission. Councilmember Craig reported that she will attending the Salinas Valley Solid Waste Authority annual retreat and will provide an update at the next Council meeting. Councilmember Craig added that she will be attending the Monterey County Convention and Visitors Bureau meeting on Wednesday, January 25. In closing, she expressed concerns regarding tabling of the Animal Control Services item and stated she looks forward to this matter coming back to Council for consideration at a future date. Councilmember Villegas reported that he attended the League of California Cities Conference for New Mayors and Councilmembers in Sacramento, California where he had the opportunity to learn about his responsibilities as newly elected Councilmember. Councilmember Villegas appointed Niel Patel to the Police Community Advisory Committee. Mayor Gunter reported that he met with Supervisor Phillips to discuss the future location of the new high school in the Bolsa Knowlls area. He reported that he had an opportunity to meet with the U.S. Census representatives to discuss how data is collected and will provide a report to Council in the near future. Mayor Gunter announced that he has a vacancy on the Measure V Oversight Committee and will be making an appointment at a City of Salinas Page 5 City Council Meeting Minutes - Final January 24, 2017 future meeting. He recommended the City Council reach out to the Board of Supervisors to encourage them to move forward with the Animal Control Services joint powers agreement as it is a benefit to both the City and County.
