GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

ID#17-111 Rescinding Resolution Number 20962 regarding the Salinas Ag-Industrial

Recommendation: Approve a Resolution rescinding Resolution Number 20964 amending the Salinas
Ag-Industrial Center Specific Plan with reference to section 7.3, Appendix F, and the
Mitigation Monitoring and Reporting Program for property located at 1428 Abbott Street
in the IG-SP7-AP (Industrial-General-Salinas Ag-Industrial Center Specific Plain-Airport
Overlay) Zoning District.
CONSIDERATION
ID#17-099 Establishment of Fireworks Wholesalers and Distributors Permit
Recommendation: Adopt an Ordinance requiring fireworks wholesalers and distributors to obtain a permit
from the City.
ID#17-095 Monterey Bay Community Power Joint Powers Agreement
Recommendation: Approve a Resolution affirming the City's intent to participate in governance and finance
discussions associated with the development of a Joint Powers Authority (JPA) to form
a community choice aggregation program to purchase, supply, and aggregate the
electrical load of their municipal, residential and commercial customer accounts.
ID#17-110 FY 2016-17 Mid-Year Budget Review and Budget Adjustments
Recommendation: It is recommended that the City Council: 1) accept the mid-year FY 2016-17 budget
review report; 2) accept the Salinas Financial Sustainability Plan - 2017; and 3) adopt a
RESOLUTION approving amendments to the FY 2016-17 operating and capital
budgets for the City of Salinas.

member of the Council or the public requests discussion or a separate vote.

ID#17-080 Mid-Peninsula the Farm, Inc. 21 Soledad Street Housing
Recommendation: Approve Resolutions authorizing the City Manager to execute the Disposition
Development Loan Agreement, the City Funding Reservation Letter, and Fee Deferral
Loan Agreement with Mid-Peninsula the Farm, Inc.
ID#17-075 Replacement Vibratory Compaction Roller
Recommendation: Approve a Resolution authorizing the direct purchase of a 2016 Caterpillar CB22B
Vibratory Compactor from the local vendor Quinn Company at a cost of $41,467.50.

Recommendation: Approve a Resolution authorizing the City Manager, or his designee, to enter into a
Memorandum of Agreement with the Corporation for National and Community Service
to place five (5) AmeriCorps VISTA volunteers with the City of Salinas and authorizing
the re-appropriation of $25,656 of Community Development General Fund monies to
pay the City's VISTA cost-share.
ID#17-096 Salinas Stormwater Public Education, Outreach, and Participation
Program
Recommendation: Approve a Resolution approving the Professional Services Agreement for $41,889
between the City of Salinas and Save-The-Whales for services related to stormwater
public education, outreach, and participation.
ID#17-040 Amendment to Ordinance No. 2549 Regarding Zones of Benefit within the
North of Boronda Future Growth Area (FGA)
Recommendation: Adopt an Ordinance amending Ordinance No. 2549 with regard to the establishment of
zones of benefit within the North of Boronda Future Growth Area and the designation of
some lands as undevelopable.
ID#17-113 Salinas Valley Basin Groundwater Sustainability Agency Appointments
Recommendation: Approve a Resolution appointing the Mayor, an alternate, a California Public Utilities
Commission (CPUC) regulated water company representative, alternate to serve as
interim board members on the newly formed Joint Powers Authority (JPA) board of the
Salinas Valley Basin Groundwater Sustainability Agency.
ID#17-109 Resolution Regarding Immigrant Persons and Immigrant Status
Recommendation: Consider a Resolution affirming the City's position that all persons be treated equally
and with dignity and respect regardless of their national origin or their immigrant status.
