Officers Rich Lopez and Lino Sanchez, provided the report, which is on file at the City Clerk's Office as the official record. There are school that are being served by the two School Resources Officers (SRO). Chief Fresé stated that the grant is set to expire on August 2020. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter ID#18-514 Board of State and Community Corrections City Law Enforcement Grant Upon motion by Councilmember Craig, seconded by Councilmember Davis, Resolution 21504 accepting the Board of State and Community Corrections (BSCC) City Law Enforcement grant in the amount of $95,624 and to authorize the direct purchase of five Mobile License Plate Readers (LPRs) in the total amount of $94,458.63 was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21504 ID#18-523 Elvee Drive Improvement Project, CIP 9117 Upon motion by Councilmember De La Rosa, second by Councilmember McShane, Resolution 21505 authorizing an agreement between the City of Salinas and PG&E to reimburse PG&E for gas main relocation on private property in the amount of $77,521.15 was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21505 ID#18-550 “No Parking” Red Zone(s) at North Madeira Avenue and Hilltop Drive Upon motion by Councilmember De La Rosa, seconded by Councilmember Davis, Resolution 21506 approved the establishment of "No Parking" red zones at the intersection of North Madeira Avenue and Hilltop Drive was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21506 ID#18-551 “No Parking” Red Zone(s) along N. Madeira Avenue at La Terraza Apartments/Condominiums Upon motion by Councilmember Craig, second by Councilmember Davis, Resolution 21507 approving the establishment "No Parking" red zones adjacent to the driveway of La Terraza Apartments/Condominiums along N. Madeira Avenue to provide sufficient departures sight triangles was approved. The motion carried by the following vote: City of Salinas Page 3 City Council Meeting Minutes - Unofficial October 23, 2018 Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21507 ID#18-562 Agreement with Monterey One Water - Industrial Wastewater Treatment Facility Improvements Upon motion by Mayor Gunter, second by Councilmember De La Rosa, Resolution 21508 to approve an agreement with Monterey One Water regarding the funding and mutual responsibilities related to electrical improvements at the Industrial Wastewater Treatment Facility was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21508 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Davis announced he is hosting a neighborhood cleanup on November 3, 2018 at Alisal Community School from 9 a.m. to 12 p.m. Councilmember Craig reported she will be attending the Transportation Agency for Monterey County (TAMC) Board meeting to discuss the Fort Ord Reuse Authority (FORA) transition planning and TAMC’s role. She will also be attending the Monterey County Convention and Visitors Bureau (MCCVB) meeting where they will receive information regarding Pebble Beach’s 100th year anniversary and information regarding ballot measures. Councilmember Craig reported she attended the Salinas Valley Solid Waste Authority (SVSWA) Strategic Planning Retreat. She expressed concerns regarding the difficulty in communication among the various entities involved specifically relating to the direction given by the board regarding the transfer station. SVSWA was given three directions as part of the retreat which included the creation of an MOU between SVSWA and Monterey Regional Waste Management District (MRWMD) to presented on November 15 to the board and has not been done. Councilmember Craig requested City staff move forward with beginning the process for withdrawal from SVSWA. She stated that over the last two years serving on SVSWA very little has been accomplished and Salinas’ rates continue to increase. Request was second by Councilmember De La Rosa. Councilmember Barrera stated that he will support the recommendation by Councilmember Craig and requested communication among all entities improve. He announced he will be participating in the Halloween festivities at the Senior Center. Councilmember De La Rosa reported she had a successful meeting with residents of Chaparral regarding traffic calming measures. Additionally, she reported that she met with SUBA business owners and will be providing them with an updated regarding the transfer station. Councilmember Villegas stated he attended the Housing Subcommittee where they discussed state housing regulations and farmworker housing solutions. He reported he attended the SVSWA meeting as the incoming board member. Additionally, he reported he met with school board members in efforts to continue the dialogue surrounding the City of Salinas Page 4 City Council Meeting Minutes - Unofficial October 23, 2018 School Resource Officers Program. Councilmember Villegas expressed support of Salinas Police, Live PD and announced the upcoming School Resource Officer Program community meeting taking place on October 29 in the Routnda. Councilmember McShane requested staff consider reordering the agenda items placing public comment after the Pledge of Allegiance. Request was second by Councilmember Villegas. He requested staff promote the community academy sessions and upcoming neighborhood events and opportunities. Councilmember McShane highlighted events he attended to include the Mount Toro Child Care Center ground breaking ceremony and a neighborhood watch meeting on Nacional Street. He announced upcoming events which include El Dia De Los Muertos, AMBAG’s 50th Anniversary, and the CalVans BBQ. Councilmember McShane requested staff consider renaming the Traffic and Transportation Commission to Public Works Commission. Request was second by Councilmember Villegas. Mayor Gunter highlighted events he attended to include Jose Gil basketball event, Navy Ball, a LAFCO meeting and the California Israeli Chamber of Commerce AgTech Summit. Mayor Gunter requested an update on regarding the blight ordinance.
