ID#18-601 Zoning Code Amendment 2018-001 and Conditional Use Permit 2018-004;
344 Main Street
Received report from Community Development Director Megan Hunter regarding a request
to establish and to operate a religious assembly use within an existing, vacant building
located at 344 Main Street (formerly occupied by Beverly’s Fabrics). The New Harvest
Christian Fellowship of Salinas purchased the property in early 2018 and while not
officially designated as a historic resource, if designated, the site could be subject to the
historic building code, which could provide certain relief to applicable building code
regulations. The location is within the Downtown Core Area of the Central City Overlay
District and is subject to the restrictions of Zoning Code Section 37-40.310(a)(2). Section
37-40.310(a)(2).

MOTION
Upon motion by Councilmember Craig, second by Councilmember Davis,
Resolution affirming the findings and denying the request to amend the Zoning
Code and for approval of a Conditional Use Permit regarding religious assembly
uses on the ground floor within the Downtown Core Area was approved.

Ordinance approving alternative amendment to Chapter 37 of the Salinas
Municipal Code (Zoning) to Section 37-10.420 "R" Definitions Religious Assembly
(ZCA 2018-001) was adopted.

Upon motion by Councilmember De La Rosa, second by Councilmember Craig,
Resolution accepting the Board of State and Community Corrections California
Violence Intervention Prevention (CalVIP) grant in the amount of $500,000 was
approved. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reappointed Elias Nunes to the Traffic and Transportation
Commission.
Councilmember Craig reported that she hosted a School Resource Officer meeting to
provide parents with the tools necessary to advocate in their school districts for School
Resource Officers. She stated there have been an increase concern with respect to
enforcement of the third parking space on lawn/driveway and requested staff address the
issue. Councilmember Craig reported that the Transportation Agency for Monterey County
(TAMC) met and discussed the transition plan for the Fort Ord Reuse Authority, the
Freight Rail Plan, and state and federal legislation that both TAMC and the City will be
supporting.
Councilmember Villegas reported he also attended the School Resource Officer meeting
and the homeless shelter/HEAP funding community meeting.
Councilmember McShane reported that he attended the YMCA Youth and Government
Program, Dia De Los Muertos event, and Korean Day. Councilmember McShane
requested a presentation from Neighborhood Services Coordinator to share what they are
doing with neighborhood associations.

Mayor Gunter reported he will be attended the Red Can Event at Corral De Tierra and an
event at the Boys and Girls Club.
