MOTION
Councilmember Davis made a motion to table the item and directed staff to prepare an
ordinance establishing a H2-A moritorium. Motion died due to lack of second.
MOTION
Mayor Gunter made a motion to table the item and directed staff to conduct two
community outreach meetings followed by Council consideration. Motion was second by
Councilmember Davis.
Upon motion by Mayor Gunter, second by Councilmember Davis, Urgency Interim
Ordinance to prohibit the use of any dwelling unit in the city as employee
housing for more than six (6) H-2A workers was tabled. The motion carried by the
following vote:

Upon motion by Councilmember Craig, second by Councilmember De La Rosa,
Ordinance 2612 amending Article XVI of Chapter 20 of the Salinas Municipal
Code to conform to Senate Bill No. 946 regarding non-motorized pushcarts and
street vendors was adopted. The motion carried by the following vote:

Upon motion by Councilmember Barrera, second by Councilmember Davis,
Resolution 21520 authorizing the City Manager to execute an agreement
whereby the City of Salinas joins with Authority of California Cities Excess
Liability ("ACCEL"), a Joint Power Authority ("JPA"), for the purpose of
purchasing excess liability insurance and sharing risk and professional resources
via a JPA pool was approved. The motion carried by the following vote:

City of Greenfield, City of King, City of Soledad, and the County of Monterey was
approved. The motion carried by the following vote:

operations of the Monterey Street Parking Garage, rejecting all other proposals,
and authorizing the City Manager to execute a two-year agreement with Laz
Parking California, LLC for $280,039 annually was approved. The motion carried

Resolution 21526 appointing Ms. Anne Secker to the Grievance Board consistent
with Municipal Code Section 25-43 was approved. The motion carried by the

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Craig reported she attended a successful Veteran’s Day Parade and
added it was an honor and pleasure to be part of the festivities. She reported the
Leadership Monterey County is accepting applications for their 2019 session.
Councilmember Villegas reported he attended the Veteran’s Day parade and thanked all
Veteran’s for their service. He reported the County of Monterey is hosting a meeting on
November 30 to receive public input regarding State HEAP funding projects.
Councilmember Villegas reported he attended the Chinatown Block Party, the Salinas
Valley Solid Waste Authority meeting and reported the CDBG/Housing Subcommittee will
continue the dialogue surrounding H2-A housing.
Councilmember McShane announced he attended the Tree for Peace celebrations at
CSUMB @ Salinas City Center. He announced the Holiday Parade of Lights also be
taking place in Donwtown Salinas. Salinas City Improvement Association District hosted
a meeting where they shared their 3-year progress and priority report and honored Ms.
Kobrinski Evans for her service.
Councilmember McShane reported he attended the Association of Monterey Bay Area
Governments and th Monterey Bay Air Resources District meetings where discussion
took place related to wine industry emissions regulations. He also reported that Monterey
Bay Community Power voted to take the steps necessary to include Morro Bay, San Luis
Obispo and Santa Barbara counties into JPA. In closing, he requested an update on the
Board of Appeals ordinance amendment and support from the City and Council for the
Holiday Home Lighting competition.

Councilmember Davis appointed John Lotz to the Airport Commission replacing Wes
White. He reported that he attended a successful Veteran’s Day Parade and Alisal
Resource Fair. Additionally, he reported that the Regional Soccer Complex is well
underway with construction of Phase 1 which is expected to be completed in 2020. In
closing, he requested legal counsel and the Code Enforcement department consider
establishment of a residential and commercial blight ordinance.
Councilmember Barrera reported he attended the Martin Luther King Jr. Elementary
School resource fair. He commended Thom Lacy upon his resignation from the Police
Community Advisory Committee. Councilmember Barrera commended Ms. Kobrinski
Evans for her service and fundraising for the Regional Soccer Complex.
Councilmember De La Rosa reported she participated in the Chinatown Block Party, the
Breadbox Fall Harvest dinner, and the Hebbron Family Center Thanksgiving dinner
distribution. She reported that she hosted a successful traffic calming meeting for the
Rossi/Rico neighborhood.
Mayor Gunter reported he will serve as the City’s representative on Salinas Valley Solid
Waste Authority replacing Councilmember Craig. He appointed William “Bill” Laughton to
the Traffic and Transportation Commission replacing Yolanda Hayes. Mayor Gunter
requested a feasibility study to assess the needs and cost of installing an elevator at the
Firehouse Recreation Center.
