responsible for the noise or amplified sound violations was adopted. The motion
carried by the following vote:

Department totaling $32,000 was approved. The motion carried by the following

MOTION
Councilmember Davis made a motion to approve as recommended by staff and direct the
Finance Committee to evaluate alternatives and creative solutions to traffic calming and
funding thereof. Motion was second by Councilmember McShane.
Upon motion by Councilmember Davis, seconded by Councilmember McShane,
Resolution 21641 approving the priority traffic calming projects for the 2019-2020

fiscal year traffic calming program was approved as amended. The motion

Upon motion by Councilmember Davis, seconded by Councilmember De La Rosa,
Resolution 21643 awarding contract to Brightview Landscape Services, Inc. for
the City Wide Median/Greenbelts, Parks and City Facilities Landscape Services in
the amount of $1,498,227; approve carrying over $244,459.10 from FY 18/19 into
the FY 19/20 budget for the Parks and Community Services Operating budget;
and authorize the Public Works Director to issue Contract Change Orders, up to
$113,050, to bring the landscape areas to a maintainable condition was
approved. The motion carried by the following vote:

Upon motion by Councilmember Davis, seconded by Councilmember De La Rosa,
Resolution 21646 appointing the California Public Utilities Commission (CPUC)
regulated water company representative, and alternate, to serve on the Salinas
Valley Basin Groundwater Sustainability Agency (SVBGSA) Board of Directors
was approved. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Barrera reported he attended a successful West Area Specific Plan
meeting hosted by Community Development. He expressed appreciation for the
improvements at John Street and further recommended staff continue to meet with the
residents at Cherokee Drive as they have expressed concerns regarding current
developments. Councilmember Barrera requested future funding allocation for youth
prevention programs.
Councilmember De La Rosa commended various organizations for their successful
community events. She reported she attended Tatum's Garden annual special needs
resource fair, the Central Park Summer Kick-Off, and the Blue Star Mom's care
packaging event. Councilmember De La Rosa expressed appreciation for the recent road
improvement on E. Laurel Drive/Constitution Boulevard.
Councilmember Villegas appointed Guadalupe Guzman to the Traffic and Transportation
Commission. He reported that the will be attending the Salinas Valley Solid Waste
Authority Special meeting and will be taking a tour of the Johnson Canyon Landfill.
Mayor Gunter reported the San Benito Ballet Company held an event at Sherwood Hall
Community Center and were pleased with the city efforts to clean up the encampments.
He reported that he attended the California Rodeo Salinas Kick-Off and the Central Park
Summer Kick-Off. Mayor Gunter stated that the slurry seal project is well underway
throughout the City. He invited the Council and community to attend the BlueZONES
Kick-Off Celebration on June 29 at Sherwood Park. He commended Salinas School of
Dance business for over 80 years success in Downtown Salinas. Mayor Gunter appointed
Councilmember Davis, Cromeenes and himself to a subcommittee of the Council to
review the process by which items are placed on the agenda and certificate requests.
