ID#21-102 Purchase one 2021 Ford F-350 Flat Bed Recommendation: Approve a Resolution authorizing the direct purchase of one 2021 Ford F-350 Flatbed from Salinas Valley Ford at a total cost of $56,452.83. ID#21-104 Agreements with Rincon Consultants, Inc (Rincon for Planning and Environmental Services Recommendation: Approve a Resolution authorizing the City Manager to execute Amendment No. 3 to the 2017 Agreement with Rincon for planning and environmental services to increase the compensation amount by $35,000, for a total not to exceed amount of $235,000; and execute Amendment No. 1 to the 2020 Agreement with Rincon for planning and environmental services for the Downtown Rezone to extend the term from June 30, 2021 to December 30, 2021; and execute a third Agreement for Professional Services with Rincon in the amount of $43,667 to undertake technical and environmental work to evaluate the rezoning of 1 Preston Street to Residential - High Density. ID#21-106 Professional Services Agreement with Carollo Engineers for the Industrial Wastewater System Evaluation and Revised Rate and Connection Fee Study Recommendation: Approve a Resolution approving a Professional Services Agreement in the amount of $249,160 between the City of Salinas and Carollo Engineers for the Industrial Wastewater System Evaluation and Revised Rate and Connection Fee Study. ID#21-122 Salinas Police Officers Association Memorandum of Understanding and Modification to Classification-Salary Schedule Recommendation: Approve a Resolution authorizing the City Manager to sign a new Memorandum of Understanding (MOU) between the City of Salinas and the Salinas Police Officers Association (SPOA) for a term through December 31, 2023, and authorizing a modification to the Classification - Salary Schedule. ID#21-112 Purchase one 2021 John Deere 310SL Backhoe Recommendation: Approve a Resolution authorizing the direct purchase of one 2021 John Deere 310SL at a total cost of $118,427.60. ADMINISTRATIVE REPORTS ID#21-123 CalPERS Pension Update Recommendation: No action required. This report presents information to the City Council regarding an update from CalPERS. ID#21-082 Pavement Management System Update Recommendation: No action required. This report presents information to the City Council regarding the Pavement Management System. PUBLIC HEARINGS ID#21-113 Tax Equity and Fiscal Responsibility Act (TEFRA) Hearing to Consider the Issuance of Tax-Exempt Bonds by the California Statewide Communities City of Salinas Page 4 Printed on 3/12/2021 City Council Meeting Agenda - Final March 16, 2021 Development Authority (CSCDS) for Steinbeck Commons Senior Low-Income Apartments Recommendation: Conduct a public hearing in accordance with the Tax Equity and Fiscal Responsibility Act, and approve a Resolution approving the issuance of tax-exempt bonds in an amount not-to-exceed $30 million for the Project. ID#21-105 Appeal of Planning Commission denial of Conditional Use Permit 2020-001; Request for Residential Design Review to convert 965 square feet of an existing 1,099 attic into a second story addition within an existing single-family dwelling unit located at 1054 University Avenue in the R-L-5.5 (Residential Low Density) Zoning District. Recommendation: Approve a Resolution upholding the Planning Commission's denial, finding the project exempt pursuant to Section 15270 of the CEQA Guidelines, affirming the findings, and denying Conditional Use Permit 2020-001. ID#21-103 2019 and 2020 General Plan Annual Progress Report and Visión Salinas 2040 Process and Community Engagement Strategy Update Recommendation: Receive staff's presentation on the GP APR and Vision Salinas 2040 process and community engagement strategy; and approve a Resolution accepting the 2019 and 2020 General Plan Annual Progress Report (GP APR) and authorizing its submittal to the California Department of Housing and Community Development (HCD) and the Governor's Office of Planning and Research (OPR); and accept staff's request to appoint District representatives to the Vision Salinas 2040 Steering Committee. ID#21-111 Housing Element Annual Progress Report for 2020 Recommendation: Approve a Resolution authorizing the submittal of the Housing Element Annual Progress Report for 2020 to the California Department of Housing and Community Development and the Governor's Office of Planning and Research.
