ID#21-128 FY 2021-22 Budget Process and Discussion on Budget Priorities
Recommendation: Staff request comments and direction on budget priority areas.
CONSIDERATION
ID#21-144 The American Rescue Plan Act
Recommendation: Approve a Resolution authorizing the City Manager to execute any necessary documents
in order to receive money under the American Rescue Plan, as well as authorize the City
Manager the authority to spend up to $1 million in initial qualifying emergency
expenditures should there be a delay in Council adoption of the strategic spending plan
under the American Rescue Plan Act.

Recommendation: Approve financial claims report.
ID#20-501 Traffic Signal Modifications for North Main Street Improvement Project
Recommendation: Approve a Resolution approving an exception for low bid competition in accordance with
the Salinas Municipal Code Section 12-27 and approve an agreement Bear Electrical
Solutions, Inc to perform traffic signal modifications for the North Main Street
Improvement Project (CIP #9278) in the amount of $37,102.50.
ID#21-126 Coronavirus Response and Relief Supplemental Appropriation Act
(CRRSAA) (Public Law 116-260) Grant Funding for the Salinas Municipal
Airport
Recommendation: Approve a Resolution for the application and acceptance of a grant funding from the
Federal Aviation Administration by way of the Coronavirus Response and Relief
Supplemental Appropriation Act (CRRSAA) (Public Law 116-260) for the Salinas
Municipal Airport.
ID#21-127 Funding Agreement with the State Water Resources Control Board and
Designation of Representatives

Recommendation: Approve a Resolution authorizing entering into a Funding Agreement with the State Water
Resources Control Board and authorizing and designating a representative for the Salinas
project to enhance regional stormwater supply.
ID#21-129 Declaration of Surplus Land - 282 E. Alisal Street
Recommendation: Approve a Resolution Declaring the Identified City-Owned Property as Surplus Land.
