ADMINISTRATIVE REPORTS ID#22-049 Bay Area Community Services (BACS) Update on SHARE Center Operations Received report from Community Development Director Megan Hunter and Jovan Iglesias, Chief Operations Manager for BACS. The SHARE Center opened on May 31, 2021, with BACS providing twenty-four (24) hour, seven (7) day per week operational support. The City and County of Monterey jointly fund SHARE operations through a contract with BACS. Since its opening the SHARE Center has been consistently full, sheltering at least 100 individuals with a waiting list of approximately 200 people. To date twenty-two (22) participants have been housed despite the ongoing shortage of available housing units and twenty-three (23) more are projected to be housed over the next month. BACS also provides support services staff which include residential counselors, housing locaters, property supervisors, care coordinate, employment coordinator and a program City of Salinas Page 1 City Council Meeting Minutes - Unofficial February 1, 2022 manager. BACS continues to work with multiple community organizations and nonprofits to support the SHARE Center operations. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Enactment No: RES 22296 ID#22-056 Professional Services Agreement with Chandler Asset Management, Inc. for Investment Management and Advisory Services Upon motion by Councilmember Osornio, seconded by Councilmember McShane, Resolution authorizing the City Manager to enter into a Professional Services Agreement with Chandler Asset Management, Inc. for investment management and advisory services for the period of February 2, 2022 through December 31, 2024 with two additional one-year options as amended was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Enactment No: RES 22297 PUBLIC HEARINGS ID#22-052 Redistricting Salinas 2021 - Public Hearing #3 Received report from City Clerk Patricia Barajas regarding the Redistricting Salinas 2021 Public Hearing #3. She reported that every ten years following the release of the decennial census data, the City of Salinas must adjust the boundaries of any or all its six (6) City Council Districts based on the new census data and criteria set forth in state law and the City Charter. October 12, 2021 the City Council received the 2020 Census data showing that the current districts are equally balanced based on population with no need to adjust the district boundaries. At that time, the City Council requested the demographers provide a plan with a more identifiable District 5 southern boundary. On January 11, 2022, the demographers presented Plan 1 and Plan 2 and direction was given to staff and the demographers to retain the current district boundaries as there is no significant change in population. Council is schedule take final action at its March 8, 2022 meeting. CONSIDERATION ID#22-048 Lead Me Home Update - 5 Year Plan to Reduce Homelessness in Monterey City of Salinas Page 3 City Council Meeting Minutes - Unofficial February 1, 2022 and San Benito Counties Received report from Community Development Director Megan Hunter and Roxanne Wilson, Executive Director for the Continuum of Care. They reported that over the last five years, the city played a leadership role in addressing homelessness within its jurisdictional boundaries and San Benito and Monterey Counties. The City of Salinas serves as the Administrative Entity of non-entitlement Emergency Solutions Grant (ESG) and California Emergency Solutions and Housing Program (CESH) for the Monterey and San Benito County Continuum of Care (CoC). The city partnered with the County of Monterey Departments of Social Services and Health and the County of San Benito Health and Human Services Department to sponsor a re-write of the Lead Me Home Plan (LMHP). The LMHP was developed by the Leadership Council and coordinated by the Coalition of Homeless Services Providers (CHSP). The LMHP provides a five-year roadmap for the CoC and its partners to achieve the vision that all people in the region live in decent, safe, and affordable housing from which they access services and supports that stabilize their lives. The U.S Department of Housing and Urban Development (HUD) and the California Department of Housing and Community Development (HCD) expect that funding and activities around homelessness are guided by this plan. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Enactment No: RES 22298 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember McShane reported that the Salinas Farmers Market moved to the 300 Block of Main Street and was a success with over 60 vendors. He additionally reported that he met with Vistra Energy, operators of the Moss Landing Power Plant, who are re purposing the plant and providing considerable contributions to the community. Councilmember McShane reported that he was elected as chair to the California Vanpool Authority with Monterey County being the highest users of the service. Councilmember Rocha noted that he had the had privilege of attending the celebration of life for Alfred Diaz-Infante paying tribute to a man who contributed a lot to the Salinas Community. Councilmember Rocha requested a study session on tiny homes in efforts to address the lack of affordable housing and increase in encampments in district 1 and 6. Request was second by Councilmember Gonzalez. Councilmember Cromeenes reported that she was elected to serve a second term as Vice President of the Salinas Valley Solid Waste Authority. She reported that the Authority will be moving forward with the issuance of bonds that will save the Authority over $1 million through organic processing and composting. She reported that she attended the Monterey One Water Board where they approved the annual financial audit report and after a robust comment period with an alternate motion, the board directed City of Salinas Page 4 City Council Meeting Minutes - Unofficial February 1, 2022 staff to continue with a viable scenarios and when an agreement is reached. She commended numerous community members for their dedication, community gardening vision and clean-up of the Santa Rita reclamation area. Councilmember Cromeenes reported that she met with Momentum Group, an organization that works with private and public entities to put on infrastructure for solar vehicles. Councilmember Cromeenes expressed concerns regarding puppy mills within the city and requested staff to address the matter. Councilmember Gonzalez reported she attended the Education Outreach Committee meeting with Santa Rita School District and added that there is a great need for socio-emotional support and other resources for youth due to the pandemic. She added that many if not all of the recreation centers are open for programming and added she is looking forward to prevention funding. Councilmember Gonzalez reported she attended the Litter and Debris Committee and looks forward to see more from the Amor Salinas Campaign. Councilmember Barrera stated the palm trees on N. Sanborn Road between Circle Drive to Garner Avenue need attention. He reported the light at Closter Park is out and needs to be replaced in addition to the sign on Williams Road and Del Monte Avenue. Councilmember Barrera stated that he had a conversation with the Girl Scouts and has tried to reach out to the Monterey County Office of Education regarding programming and has not been able to reach anyone. He requested staff reach out to the County and the Girl Scouts to address their concerns. Councilmember Osornio invited the community to attend the February 3, 8 and 17, city wide community meetings to voice their opinions on budget priorities. He reported that he also attended the memorial service for Alfred Diaz-Infante and commended CHISPA for putting the memorial service together. Councilmember Osornio requested staff research the CAHOOTS model to address mental health issues and bring a presentation to Council. Request was second by Councilmember Rocha. Mayor Craig stated that she also attended the memorial service for Alfred Diaz-Infante. Additionally, she reported that she met with Leon Panetta and acknowledged proactive approach the City is taking with the un housed residents. Mayor Craig reported that the Salinas Valley Solid Waste Authority formed a subcommittee for the Sun Street Transfer Station to ensure continued discussions. In closing, Mayor Craig reported she attended the ITN Monterey County 10-year anniversary and the Veterans Day Parade volunteer recognition event.
