CONSIDERATION ID#22-090 Employment Agreements for Council Appointees Received report from Subcommittee members Mayor Craig and Councilmember Rocha who provided and overview of the employment evaluation process for Council appointees. Additionally, they noted that the evaluation process and compensation agreements align with the priorities set out in The Salinas Plan and the city’s fiscal sustainability. Upon motion by Councilmember Osornio, seconded by Councilmember Gonzalez, Resolutions authorizing the Mayor to sign the Employment Agreements with Salinas City Manager Steven S. Carrigan and Salinas City Attorney Christopher A. Callihan were approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Enactment No: RES 22299; RES 22300 ID#22-071 Acceptance of $6.8 million Grant for Closter Park Improvements Received report from Community Safety Administrator Jose Arreola regarding the California Department of Parks and Recreation Office of Grants and Local Services (OGALS) Closter Park Improvements grant award of $6.8 million. The grant performance period for this project goes through to June 30, 2025 and all park improvements that are part of the grant must be completed by December 31, 2024. Key improvements identified by the community included in the initial concept design, new bathroom and concession facilities, Amphitheater style seating for outdoor performances, a 10’ wide fitness loop around the park with fitness stations, renovated baseball fields, colorized basketball court playing surface and a multi-use event space. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Enactment No: RES 22301 City of Salinas Page 2 City Council Meeting Minutes - Unofficial February 15, 2022 ID#22-061 Senate Bill 1383 Organics Recycling Mandated Municipal Code Update Received report from Senior Engineer Brian Frus who provided an update on SB 1383 and required ordinance amendment. He added that Senate Bill 1383 is designed to reduce greenhouse gas (GHG) emissions, divert organic material from landfills and to help recover edible food for human consumption. The Municipal Code update allows for the city to codify the needed changes to comply with CalRecycle requirements and SB 1383, including enforcement mechanisms. The State of California finalized language and regulation associated with SB 1383 in 2020. Regulations and compliance for residents and businesses also required to create a process to recover edible food for human consumption, and to track the creation, disposal and recovery of organic material and/or edible food. Upon motion by Councilmember Cromeenes, seconded by Councilmember Rocha, Ordinance implementing the necessary updates to Chapter 14 of the Municipal Code to comply with Senate Bill 1383 and the California Department of Resource Recycling and Recovery (CalRecycle) mandate was adopted. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig ADMINISTRATIVE REPORTS ID#22-078 Health & Safety Day Projects Received report from Community Relations Manager Sophia Rome, regarding the Health & Safety Days Projects. She reported that on October 12, 2021, the Council provided direction to the Litter and Debris Subcommittee (Councilmembers Gonzalez, McShane, and Osornio) to evaluate issues and community concern surrounding encampment clean-ups. Staff developed a preliminary framework for Health and Safety Day activities working with the Subcommittee, which was presented at the November 16, 2021, City Council meeting. HSD Project activities are designed to align with strategic goals outlined in the Lead Me Home Plan Update (5 Year Plan to Reduce Homelessness) adopted by the Council on February 1, 2022. This report presents information to the City Council regarding Health & Safety Day (HSD) Projects. ID#22-081 Commercial Cannabis Industry in Salinas Received report from Planning Manager Courtney Grossman regarding the Commercial Cannabis Industry in Salinas. He reported that per Salinas Municipal Code (SMC) Sec. 5-07.49, city staff must prepare reports to the City Council providing findings regarding the operations of commercial cannabis businesses within the City. The reports must include information regarding employment, community benefits, tax revenue, crime, building/zoning compliance, and any other information requested by the Council. Annual reports are presented in February of each year unless the Council designates an alternative schedule. The legal commercial cannabis industry (“the industry”) matured City of Salinas Page 3 City Council Meeting Minutes - Unofficial February 15, 2022 considerably within the City of Salinas in 2019 and 2020. The City’s cannabis business tax generated over $1.8 million annually for the City’s general fund in 2020 and 2021. Several permitted commercial cannabis businesses have demonstrated sustainable profitability and regulatory compliance, but revisions to cannabis tax rates and modifications to the sensitive use distance requirements could improve existing CCP holder profitability and promote new businesses. He requested a presentation from staff on Why’d You Stop Me and procedural justice. Request was second by Councilmember Osornio. Councilmember McShane requested a meeting with Union Pacific to address the encampments along the railway. He reported he met with Supervisor Askew regarding the County’s commitment to the development of Downtown. Councilmember Rocha requested a report from staff regarding the inclusionary housing ordinance. Request was second by Councilmember Gonzalez. He added that he participated in the Amor Salinas campaign photo shoot with Councilmember Osornio and city staff. Councilmember Cromeenes reported that she attended the first stakeholders meeting for Salinas Valley Solid Waste Authority regarding the Madison Lane transfer station and will keep everyone informed on the process for closing the current Sun Street location. City of Salinas Page 6 City Council Meeting Minutes - Unofficial February 15, 2022 Councilmember Osornio reported he also attended the Amor Salinas campaign shoot with his family and commended staff for their work on the Amor Salinas campaign. Additionally, he requested the City Council consider a memorial at Closter Park in honor of the two victims who lost their lives to gun violence at Closter Park. Request was second by Councilmember Rocha. Councilmember Barrera requested a tree of life or memorial at Closter Park and requested adjourning the meeting in honor of Jesus Villa and Karina Chavez. He reported that he met with the Executive Director of Monterey-Salinas Transit and requested presentation from MST regarding their future plans for a metro station. Request was second by Councilmember McShane. Councilmember Gonzalez reported that she met with the Cannabis Subcommittee and looks forward to future meetings. Additionally, she invited the public to attend the budget community meeting scheduled for February 17, 2022 via Zoom. In closing, she directed city staff to research and implement youth leadership programs. Request was second by Councilmember Osornio and McShane. Mayor Craig reaffirmed the City’s Regional Board and Committee Appointments as filed with the City Clerk effective February15, 2022 and appointed Councilmembers Rocha and Gonzalez as liaisons to the Regional Soccer Complex Board.
