At the meeting of March 22, 2022, the City Council received staff’s presentation, asked questions, provided comments, and passed a motion to refer the item to the Housing and Land Use Committee (HLUC) for further consideration and a recommendation to City Council. On March 29, 2022, the HLUC received staff’s presentation, asked questions, provided comments and passed a motion recommending that the City Council approve resolutions as presented. Upon motion by Councilmember McShane, seconded by Councilmember Cromeenes, Resolutions authorizing the Mayor to execute an Extraterritorial Wastewater Service Agreement (Sewer Agreement) and associated Reimbursement Agreement (Agreements) with Salinas 101 LLC (Owner) and execute a Pre-Annexation Agreement with the County of Monterey related to a potential development within the unincorporated area of Monterey County on Harrison Road of Economic Development Element Economic Opportunity Area K (EDE EOA K) were approved. She reported that on September 21, 2021, City Council adopted an ordinance amendment to Article XVI of Chapter 20 (Vendor Ordinance) and an ordinance amending Chapter 37 of the Salinas Municipal Code. The ordinance amendment removed the cap of thirty-two (32) food truck permits, expanded the types of vendors, expanded vending operations options for food truck vendors (designated locations, roaming or private property), and revised regulations to ensure community health and safety. Since adoption of the ordinance amendments, staff from Public Works and Community Development have been meeting weekly to coordinate implementation and enhance community outreach. Shortly after the adoption of the ordinances, a series of informational workshops were held with current and perspective vendors to inform them of amendments, regulation changes and the permitting process. To date, a total of 58 food truck vendor permits have been issued, exceeding the number of designated locations, but falling short of the expectation based on the 300+ waiting list. Implementation of Vendor Ordinance changes did not come without some heartache from those impacted. To gauge the impacts and general sentiment that the Ordinance amendment may have caused, staff conducted a number of surveys, including a pre- and post- ordinance amendment implementation survey of the general public, of food truck vendors, and conversations with SUBA. Councilmember Cromeenes recused herself from this item due to financial conflict of interest as her husband works for the city and left the Council Chamber at 7:56 p.m. Upon motion by Councilmember Rocha, seconded by Councilmember McShane, Resolution to approve a one-time premium payment of two thousand dollars ($2,000) per eligible employee in recognition and appreciation for performing essential work during the COVID-19 pandemic and in the interest of retention was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Recused: 1- Councilmember Cromeenes Enactment No: RES 22341 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Comuncilmember McShane announced the Salinas Valley Chamber of Commerce Annual Awards Luncheon on April 15, Salinas AgTech Summit on April 15, National Day of Prayer on May 5 an invited the community to attend. He added that Union Pacific is scheduled to conduct a clean-up along their right-of-way on April 18. He requested staff work with the Salinas Farmers Market and consider their request to expand to the 200 Block of Main Street. Councilmember Rocha requested staff bring back an inclusionary housing ordinance amendment for Council consideration. Additionally, he requested an update on his request for prevention funding allocation in the FY 2022-23 operating budget. Councilmember Cromeeens reported that she hosted a successful community meeting at El Dorado Park. Councilmember Gonzalez announced her upcoming community meeting scheduled for May 3, 2022, and also encouraged staff and the community to meet with the leaders of the homeless community in efforts improve the dialogue between the city and the unsheltered community. City of Salinas Page 7 City Council Meeting Minutes - Unofficial April 12, 2022 Councilmember Barrera requested staff address the traffic and safety concerns from the Las Casitas area residents. He reported that Monterey Salinas Transit is celebrating 50 years of service. Additionally, he requested City Attorney Callihan work with the school districts and move forward with mediation to resolve the pending litigation related to the Central Area Specific Plan. Councilmember Osornio announced upcoming events to include El Dia del Nino, Salians Valley Recycles’ tire recycling schedule, the Easter Egg Hunt at Cesar Chavez Park, Amor Salinas Public Service Announcement recording, the Asian Cultural Exchange event, a neighborhood cleanup on Rico/Rossi, and the community meeting related to the Sanborn Inn. Mayor Craig appointed David Bigham Jr. to the Airport Commission to represent District 1. She reported that she attended the Local Agency Formation Commission meeting where they discussed MRWMD’s intent to file lawsuit using their latent powers to sue. Additionally, she reported that the city hosted the Salinas Valley Mayors and City Managers meeting and discussed working collaboratively with the County on future projects. Mayor Craig reported that she had a meeting with Robert Rivas to discussed Project Homekey, attended the monthly Transportation Agency for Monterey County and Community Safety Alliance for Peace meetings.
