PUBLIC HEARINGS ID#22-629 Inclusionary Housing Ordinance Amendment to Downtown Exemption [Salinas Municipal Code Section 17-8(d)] Recommendation: Adopt an Ordinance amending Chapter 17 (Housing), Article III (Inclusionary Housing Requirements), Section 17-8(d) of the Salinas Municipal Code to eliminate an exemption for new residential construction projects in the downtown area (Central City Overlay District), but to allow an exemption for adaptive reuse projects. (Exempt from CEQA; CEQA Guidelines Section 15378) ID#22-592 Renaming of Murphy Street to JD Alvarado Circle Recommendation: Approve a Resolution renaming Murphy Street to JD Alvarado Circle. ADMINISTRATIVE REPORTS ID#22-624 Salinas Strategic Plan 2022-2025 Update Recommendation: No action. This report is an update to the Salinas Strategic Plan for 2022-2025. ID#22-584 Master Services Agreements for On-Call Land Surveying Services Recommendation: Approve a Resolution approving Master Services Agreements with Whitson Engineers; BKF Engineers; and Wallace Group to provide on-call land surveying services for various City of Salinas Public Works Capital Improvement Program (CIP) projects. ID#22-605 Closter Park Green Street Prop 68 Grant Application Recommendation: Approve a Resolution authorizing the submittal of a grant application to the California Natural Resources Agency Urban Greening Program (Prop 68) to obtain funding for the construction of "green streets" around Closter Park. ID#22-607 Sewer System Management Plan Update Recommendation: Approve a Resolution approving the Sewer System Management Plan (SSMP) as required by the State Water Resources Control Board. ID#22-608 Amendment No. 1 to Agreement With PlaceWorks, Inc Recommendation: Approve a Resolution authorizing the City Manager to execute and Amendment No. 1 to the Agreement for Professional Services between the City of Salinas and PlaceWorks, Inc. related to the preparation of environmental and technical studies for the General Plan Update. ID#22-614 Amended and Restated Agreement with Anderson Pacific Engineering the East Lake Street Emergency Repair Work Recommendation: Approve a Resolution approving an Amended and Restated Agreement for Services in the amount of $4,587,862 between the City of Salinas and Anderson Pacific Engineering Construction, Inc. related to the East Lake Street Emergency Repair Work. ID#22-615 FY 2022 CalWater Firefighter Grant Award Acceptance and Funding for the Unmanned Aerial System (UAS) Program Recommendation: Approve a Resolution authorizing the City Manager or designee to accept the FY 2022 CalWater Firefighter Grant award in the amount of $29,921.45 and authorizing the Purchasing Officer to purchase a Skydio X2E drone, or similar UAS (Unmanned Aerial System). ID#22-616 Subscription-Based ShotSpotter Gunfire Location, Alert and Analysis Service Recommendation: Approve a Resolution authorizing payment of $477,750 for ShotSpotter Annual Subscription Services, per the terms and conditions of the existing Agreement, for the period December 14, 2022 through December 13, 2023. ID#22-617 Direct Purchase of Equipment for Police SWAT and VSTF Teams Recommendation: Approve a Resolution amending the vendor for a purchase previously approved via Resolution 22462 authorizing the direct purchase of weapons for the SWAT and VSTF Teams, for a total cost not to exceed $7,882.25. ID#22-618 Salinas Fire Department City Hall Tenant Improvement Furnishing and Contingency Recommendation: Approve a Resolution authorizing an agreement with Peninsula Business Interiors for the furnishing and installation of workstations in an amount not to exceed $132,654.23 plus a 10% contingency. ID#22-619 Agreement with Ecology Action for the FFY 2023 Office of Traffic Safety Pedestrian and Bicycle Safety Grant Program Recommendation: Approve a Resolution authorizing the City Manager to execute an Agreement with Ecology Action for $110,233 to provide services funded by the Federal Fiscal Year (FFY) 2023 California Office of Traffic Safety (OTS) Pedestrian and Bicycle Safety Program Grant.
