Mack, the minutes of January 16, 2020. were approved. The motion carried by the
following vote:

ADMINISTRATIVE REPORTS
ID#20-151 March 31, 2020 Financial Report
Received report from Finance Director Matt Pressey, which is on file at the City Clerk's
office as part of the record.
Total revenue received, as of March 31, 2020 is $10.7 million but due to COVID-19, the
revenues for the remainder of the year are expected to drop off, which will have an impact
on the operations this year. The cash balance at the beginning of the year was $6.7
million and we are currently at $9.3 million
Received the March 31, 2020 Measure E Financial Report (no action required).
CONSIDERATIONS
ID#20-167 FY 2020-21 Proposed Measure E Budget
Received report from Finance Director Matt Pressey, which is on file at the City Clerk's
office as part of the record.
Cities are expected to have $7 billion loss in revenue over the next two years.
The estimated revenue for FY 2020-21; Measure G Tax $20,878.000 (17%); Utility Users
Tax $12,000,000 (9%); Franchise Fees $8,810,000 (7%); Business License Tax
$4,800,000 (4%); Measure E Tax $10,562,000 (8%); Sales Tax $24,332,000 (19%);
Property Tax $31,200,000 (25$); and Other Revenue/Transfers $11,500,000 (9%).
Upon motion by Committee member Alisea, seconded by Committee member
Sivils, the Measure G Oversight Committee recommend the City Council approve
the Proposed FY 2020-21 Measure E Budget.as approved. The motion carried by
the following vote:
Ayes: 6- Jack Alisea, David J. R. Mack, Andrea Manzo, Lupe Sanchez, Everett Sivils and
Committee member Mitchell Huerta

PUBLIC NOTICE
This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber
SUBMISSION OF PUBLIC COMMENT PROCEDURES
Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID 19 virus, City meetings
may be observed live at https://salinas.legistar.com/Calendar.aspx, on The Salinas
Channel on YouTube at https://www.youtube.com/user/thesalinaschannel or on Comcast
Channel 25.
If you wish to make a comment on a specific agenda item, please submit your comment
via email by 3:00 P.M. on Thursday, May 7, 2020 to the Deputy City Clerk at
elizabes@ci.salinas.ca.us
If you are watching the live stream and wish to make either a general public comment or
to comment on a specific agenda item as it is being heard please submit your comment,
limited to 250 words or less, to the Deputy City Clerk at elizabes@ci.salinas.ca.us
Every effort will be made to read your comment into the record, but some comments may
not be read due to time limitations.
Reading of Public Comments: The Deputy City Clerk shall read all email comments,
provided that the reading shall not exceed two (2) minutes. The email comments
submitted shall become part of the record.

Public comments generally are limited to two minutes per speaker; the Chair may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent or
Consideration items should be held until the items are reached. The public may request
that the committee consider adding an item for consideration on a future agenda. The
public may comment on scheduled agenda items as they are considered. In order to be
respectful of all speakers’ views and to avoid disruption of the meeting, the audience
shall refrain from applauding or jeering speakers who have been recognized by the Chair.
