Matt Pressey Finance Director provided an overview of the March 31, 2020 Financial
Report.
Committee member McGrath-Massie stated that she is please to see vehicle being
replaced; and to see repairs to some of the recreation departments. This is in line with
Measure G.
Received the report on the March 31, 2020 Financial Report. No action is
required.
CONSIDERATIONS
ID#20-156 Review of Independent Audit Report
Received report from Matt Pressey Finance Director.
Mr. Pressey stated that an independent audit should be completed by March 31 of each
year. The Auditors’ annual report shall be provided to the committee and the committee
shall review the auditors’ report. The Measure G Oversight Committee would need to
review the annual audit report, and provide to comments to the City Council by May 30,
2020.

Upon motion by Committee member Sandoval, seconded by Committee member
Wruck, the Measure G Oversight Committee approved to form a subcommittee to
review and provide comments to the City Council on the Independent Audit
Report. The motion carried by the following vote:
Ayes: 6- Cesar Lara, Brigid McGrath Massie, Neil Patel, Jose Andrew Sandoval, Jeffrey D.
Wardwell and Maureen Wruck
Absent: 1- Rolando Cabrera
ID#20-157 FY 2020-21 Operating and Capital Improvement Budgets
Finance Director Matt Pressey provided the report.
Cities are expected to have $7 billion loss in revenue over the next two years.
City of Salinas COVID-19 Fiscal Impact.
1. Severe Financial Crisis
a. Federal – Congressional Budget office $3.7 trillion by end of FY
b. State – Governor indicated $24.1 billion surplus is gone and now estimating 10’s of
billions in deficit
c. Cities – Estimated $7 billion loss in revenue over the next two years
The projected revenue shows a deficit of $14,030,250 due to the impact from the
COVID-19, with a 19% decrease from Sales Tax, 9% (- $500,000) decrease in Business
License Tax, and 15% (- $450,000) decrease in Transient Occupancy Tax (TOT).
The estimated revenue for FY 2020-21; Measure G Tax $20,878.000 (17%); Utility Users
Tax $12,000,000 (9%); Franchise Fees $8,810,000 (7%); Business License Tax

$4,800,000 (4%); TOT $2,550,000 (2%); Measure E Tax $10,562,000 (8%); Sales Tax
$24,332,000 (19%); Property Tax $31,200,000 (25$); and Other Revenue/Transfers
$11,500,000 (9%).
Upon motion by Committee member McGrath Massie, second by Committee
member Patel, approved to recommend the Measure G Oversight approve the
Measure G expenditures proposed in the FY 2020-21 Operating and Capital
Improvement Budgets. (MAJORITY VOTE REQUIRED). The motion carried by the
following vote:
Ayes: 6- Cesar Lara, Brigid McGrath Massie, Neil Patel, Jose Andrew Sandoval, Jeffrey D.
Wardwell and Maureen Wruck
Absent: 1- Rolando Cabrera
FUTURE AGENDA ITEMS
Chair Lara requested that as part of the staff the report, expenditures to the Alisal
Vibrancy Plan be outlined.

This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.

Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID 19 virus, City meetings
