Barajas. Oath of Office was administered to Committtee Member Sergio Sanchez at 4:18 p.m. OPENING REMARKS Mayor Joe Gunter and City Manager Ray Corpuz welcomed the Committee Members and thanked them for their service on the Committee. INTRODUCTIONS Department Directors introduced themselves and highlighted their department responsibilities and services provided to the public. RESPONSIBILITIES OF THE MEASURE G OVERSIGHT COMMITTEE City Attorney Christopher A. Callihan provided an overview of the Committee responsibilities and highlighted material presented to the Committee in their Measure G Oversight Committee Handbook. PRIORITY BASED BUDGET SUMMARY Finance Director Matt Pressey provided his report summarizing City Council Goals and their alignment with Priority Based Budget Results and Programs identified by the departments. MEASURE G REVENUE AND EXPENDITURES City Manager Corpuz outlined the budget process which included community input, departments' development, City Manager's review, and final adoption by the City Council. Additionally, he outlined the framework for funding programs with Measure G funds which include public safety, built environment, programs, arts and entertainment, economic development and sense of place. Finance Director Matt Pressey outlined the polling results highlighting the various features of the Measure, Measure G tax revenue beginning April 1, 2015 - June 30, 2015 is estimated at $4 million and between $20.4 - $21.6 million through FY 2020/2021. COMMITTEE ACTION Committee Member Uranga motioned to recommend City Council consider adopting a full and balanced budget without Measure G funds as required by State law; and consider Measure G funds for FY 2015-16 that can be used to supplement the adopted budget. Motion was second by Committee Member McGrath Massie. Motion passed by the following votes: Ayes: 7- McGrath Massie, Espindola, Lara, Ortega, Uranga, Sanchez and Wruck City of Salinas Page 1 Measure G Oversight Committee Meeting Minutes - Unofficial May 6, 2015 Ayes: 7- McGrath Massie, Espindola, Lara, Ortega, Uranga, Sanchez and Wruck COMMITTEE MEMBER COMMENTS Committee Member McGrath Massie stated she is looking forward to serving on the committee if the committee responsibilities are similar to that of Measure V. Committee Member Sanchez stated he would like to see the Committee have the opportunity to consider Measure G revenue allocations and expenditures prior to their approval by the City Council. Committee Member Uranga stated he would like to help the Council and the City in efforts to create a stronger City and move the community forward. Committee Member Ortega stated he considers himself a part of this community and would like to be a part of a solution to improve the quality of life in Salinas. Committee Member Espindola commented he would like to see a ballot measure come forward that will allow the existing Measure G Committee independent oversight of measure G tax revenue and expenditures. Committee Member Lara commented that the Community has many needs, some of which include improved infrastructure, city parks, and public services. He added that direction was given from Councilmember De La Rosa, his appointing Councilmember, to provide oversight, advice and to be part of the budget process. Committee Chair Wruck commented that she too wants to see more inclusion into the funding allocation process. ADJOURNMENT - 5:54 P.M.
