Public Comment: If you wish to address the City Council, please complete a “Request to Speak” form. Forms are
located at the rear of the Council Chambers. Be sure to indicate which item number you wish to address .
Comments are limited to FIVE minutes, unless you meet the requirements of a formal or informal organization and
have registered your organization with the City Clerk in advance. Speakers are asked to fill out a “Request to
Speak” form and hand it to staff, although provision of a name, address, or other identifying information is optional.
The Oral Communication segment of the agenda is for the purpose of allowing the public to address the City
Council on any matter NOT listed on the agenda. Speakers are limited to only one opportunity to address the
Council under Oral Communications. The Oral Communication segment is split on the agenda and begins with a
15 minute timed segment during which the Council will hear as many speakers as possible. Upon the conclusion
of the 15 minute timed segment, any remaining speakers will automatically be called during the continuation of the
Oral Communication segment at the end of the agenda. The City Council is prohibited by state law from taking
action on items NOT listed on the Agenda. However, they may refer the matter to staff for a future report and
recommendation. If you wish to speak under “Oral Communications,” please complete a “Request to Speak” form
as noted above.
Meeting Schedule and Broadcast Information: Regular City Council meetings are held on the second and fourth
Tuesday of each month at 6:00 pm in the Council Chambers. City meetings are broadcast LIVE on San Marcos
Community Television (SMTV) on Cox Channel 19, Time Warner Channel 24 and AT&T Channel 99. Meetings are
also streamed live and archived online at www.san marcos.net.
Agendas: Agenda packets are available for public inspection 72 hours prior to scheduled meetings at the City
Clerk Department located on the second floor of City Hall, 1 Civic Center Drive, San Marcos, during normal
business hours. Packet documents are also posted online at www.san marcos.net.

16. TMP-1744 UNIVERSITY DISTRICT SPECIFIC PLAN. PROPOSED SPECIFIC
PLAN AMENDMENTS TO UNIVERSITY DISTRICT SPECIFIC PLAN
AND HEART OF THE CITY SPECIFIC PLAN, GENERAL PLAN
AMENDMENT, TENTATIVE SUBDIVISION MAP, AND SITE
DEVELOPMENT PLAN TO AMEND THE UNIVERSITY DISTRICT
SPECIFIC PLAN AND ALLOW MIXED USE DEVELOPMENT.
Recommendation: Recommend City Council ADOPT or APPROVE the following, in the order set forth
below:
1. ADOPT an Environmental Impact Report Addendum;
2. First Reading to INTRODUCE Ordinance No. 2022-1519 (Specific Plan Amendment
SP21-0002) approving various changes to the University District Specific Plan (UDSP)
including but not limited to increasing building height, removing State Route 78 "flyover"
to Johnston Lane bridge, Discovery Street pedestrian bridge, revising development and
design standards, expanding the specific plan boundary, and revising the mix of land
uses permitted in the specific plan area;
3. First reading to INTRODUCE Ordinance No. 2022-1520 (Specific Plan Amendment
SP22-0002) approving a boundary change for the Heart of the City Specific Plan,
removing Assessor's Parcel Numbers (APNs) 220-202-18-00 and 220-201-90-00 for the
inclusion of those parcels into the UDSP;
4. ADOPT Resolution No. 2022-9052 (General Plan Amendment GPA21-0005) to
amend the land use maps for two parcels to reflect Specific Plan changes in the Land
Use Element and to remove both the State Route 78 "flyover" to Johnston Lane bridge
and the pedestrian bridge over Discovery Street from the Mobility Element;
5. ADOPT Resolution No. 2022-9053 (Tentative Subdivision Map TSM21-0002) to allow
a 26-unit condominium map consisting of 23 commercial units and three residential
units over five lots;
6. ADOPT Resolution No. 2022-9054 (Site Development Plan SDP21-0003) to allow for
construction of a twelve-story mixed-use building consisting of 482 residential units,
commercial space, and parking, and a five-story mixed-use building consisting of 73
residential units, commercial and office space, and parking.
