MINUTES Sand Springs Municipal Authority Special Meeting May 18, 2010 Room #211 - 1:30 p.m. Sand Springs Municipal Building 100 East Broadway Sand Springs, Oklahoma 74063 MEMBERS PRESENT: Vice Chairman Mike Burdge Trustee Michael L. Phillips Trustee Dean Nichols Trustee Harold G. Neal Trustee Brian Jackson ALSO PRESENT: Finance Director/Interim City Manager E. Bruce Ford Authority Attorney David Weatherford Recording Secretary Janice L. Almy ABSENT: Chairman Robert L. Walker Trustee Ward Sherrill The Sand Springs Municipal Authority met in a special session on May 18, 2010 in Room #211 of the Sand Springs Municipal Building pursuant to the special meeting notice and agenda filed with the City Clerk’s office and posted at 9:30 a.m., on May 14, 2010 on the bulletin board located in the first floor lobby of the Sand Springs Municipal Building, 100 East Broadway, Sand Springs, Oklahoma 74063. 1. Call to Order Vice Chairman Burdge called the meeting to order at the noted time of 1:35 p.m. 2. Roll Call Vice Chairman Burdge called for an individual roll call with members replying in the following manner: Mr. Phillips, here; Mr. Nichols, here; Mr. Jackson, here; Mr. Burdge, here; Mr. Walker, no response; Mr. Neal, here; Mr. Sherrill, no response. It was noted that Mr. Walker and Mr. Sherrill were absent from said special meeting. MUNICIPAL AUTHORITY MINUTES MAY 18, 2010 PAGE TWO 3. Supplemental Appropriation E. Bruce Ford, Finance Director/Interim City Manager, requested Trustees’ approval of a supplemental appropriations in the Municipal Authority Golf Course Fund for an increase to the Transfers Out – MA STC Fund line item in the amount of $45,000.00, a decrease to the Expense – Golf Course Pro line item in the amount of $20,000.00, and a decrease to the Expense – Golf Course Maintenance line item in the amount of $25,000.00; and in the Municipal Authority Short-Term Capital Fund for an increase in the Transfers In – MA Golf Course Fund line item in the amount of $45,000.00 and an increase to the Expense – Golf Course Maintenance line item in the amount of $45,000.00. A motion was made by Trustee Nichols and seconded by Trustee Jackson that the requested approval of a supplemental appropriations in the Municipal Authority Golf Course Fund for an increase to the Transfers Out – MA STC Fund line item in the amount of $45,000.00, a decrease to the Expense – Golf Course Pro line item in the amount of $20,000.00, and a decrease to the Expense – Golf Course Maintenance line item in the amount of $25,000.00; and in the Municipal Authority Short-Term Capital Fund for an increase in the Transfers In – MA Golf Course Fund line item in the amount of $45,000.00 and an increase to the Expense – Golf Course Maintenance line item in the amount of $45,000.00, as presented, be approved. Vice Chairman Burdge called for the vote recorded as follows: Mr. Neal, aye; Mr. Burdge, aye; Mr. Jackson, aye; Mr. Nichols, aye; Mr. Phillips, aye. The motion carried 5-0-0. 4. Replacement of Golf Course Pump House Equipment E. Bruce Ford, Finance Director/Interim City Manager, requested Trustees’ approval of an expenditure in an amount not to exceed $45,000.00 to DC Pumping for the replacement of motors, pumps, a variable frequency drive control, and minor equipment at the Golf Course Pump House. E. Bruce Ford, Finance Director/Interim City Manager, provided a brief overview of the request for proposals, noting three proposals were obtained. Brian Talley, Talley Golf, Inc. and Golf Director, stated that DC Pumping was the one vendor to provide a defined completed date of June 10, 2010. Due to the golf and summer season coming on, time is of the essences in the repair of the pump. Trustee Phillips informed Trustees that the Public Works Advisory Committee reviewed the subject item and supports the project. MUNICIPAL AUTHORITY MINUTES MAY 18, 2010 PAGE THREE Following the discussion, a motion was made by Trustee Phillips and seconded by Trustee Neal that the requested approval of an expenditure in an amount not to exceed $45,000.00 to DC Pumping for the replacement of motors, pumps, a variable frequency drive control, and minor equipment at the Golf Course Pump House, as presented, be approved. Vice Chairman Burdge called for the vote recorded as follows: Mr. Phillips, aye; Mr. Nichols, aye; Mr. Jackson, aye; Mr. Burdge, aye; Mr. Neal, aye. The motion carried 5-0-0. 5.
