Unable to meet their need and assessment of what was existing in the community they decided to look for a site to build an upscale facility mini storage facility. The location they were looking for would be an ease of access for the business market but would also provide an appropriate location for residents that are wanting to reduce the storage of personal items on residential lots. The subject site was recognized as an ideal location for the proposed use because of the limitation of the site to be developed for residential use due to soil characteristics. This limitation is visible today because the Greentree development approved in 2003 has been limited in completion of the residential sites. The subject property has been passed on by several builders that were looking to complete the existing PUD 32 or modify the PUD to potentially improve the development characteristics. The proposed facility will be constructed with the exterior walls of the building to be utilized as the screening wall or fence for the development. The walls of the facility will be constructed with a 100% masonry or concrete siding. The walls adjacent to the Greentree residential development will utilize a brick masonry product to create a fence column design to the structure. Along the property line adjacent to the commercially designated area to the north the outer wall of the building shall utilize concrete siding. It is expected that a variety of heights to the units will be provided. These heights associated with the outer wall will be no less than 8 feet and no more than 12 feet high. The applicants have existing businesses in close proximity and wish to further reduce traffic to the site by not establishing a site office but have a contact number on the development sign for initial lease to be held at an offsite office location. Should this practice not work as expected a portion of the building fronting to 129 West Avenue will be pre-developed with necessary amenities to convert the area to an office. Future parking areas and consideration of sewer and water connection should be shown on the building permit if the office is required. A second access to 129th West Avenue would be required if an office would be added. One ground sign is proposed. The sign shall not exceed 12 square feet of display area and shall not exceed 15 feet in height. The mini storage will have set hours of 6 am to 9 pm. These times will be controlled by the operation of the gate to the facility. Fire suppression to the site will be established with a fire hydrant at the entrance to the facility and potentially dry line hose connections at locations throughout the development to meet the fire code requirements. The final fire suppression design will be in compliance with the Fire Department requirements, A water meter will be established for the site with faucet connection in appropriate locations to meet the needs of the development. The documentation from the landowner specifies that the detention pond that serves Landmark Estate pipes to the subject property. The information specifies that the pond is sized to handle the 4.87 acres. The storm water line is 20 feet short of the property. The owners specifies that a 30-foot extension to the line will be required and that there is a 36-inch storm sewer located within Landmark where concrete must be cut and the 30-inch tied into the 36 inch line that leads to the detention facility. The applicant shall provide a Detailed Drainage plan provided by a Licensed Engineer. It is noted that the facilities on Landmark are private and will require an easement and a private maintenance agreement. The drainage plan for the site will start with the fact that all roofs of the development will direct storm water to the drive aisles for collection and distribution to inlets that will allow metering to the Landmark system. The drainage plan will identify the capacity of the Detention facility and the conditions that the entire site can drain to the detention facility. It is noted of the existence of the rock soil and pervious surface may already be non existent. Approval of the Specific Use Permit is also requesting approval of a Plat Waiver for the site. Only two items related to a Plat of the property remain after approval of the Specific Use Permit. The fire suppression requirements and the required drainage plan will be submitted with the building permit for the site. The plat waiver would require a condition to dedicate 50 feet from the center line of 129 West Avenue for road right of way and a 17.5 utility easement shall be filed along the north property line. SITE PLAN ELEVATION PLAN South and West Boundary PUD 32 AMENDMENT DEVELOPMENT TEXT The amendment is to add Zone RM‑1 Use Unit 16 Mini Storage (only) subject to the approval ofa Specific Use Pemit for a Mini Storage to the au血orized uses in Plamed Unit Development 32. The original PUD 32 was approved in 2003. The existing PUD 32 allowed 26 dwelling units on the site. It has been detemined血at血e soils, mainly a rock base are nOt COnducive to the residential development. This was evident as far back as 2005 when the developer ofPUD 32 applied to increase the residential nature ofthe PUD by requestmg an RS‑4 zone. This was an attempt to addres§血e development costs related to the rock soil base. Ult血ately the developer wi血drew that application but the City Council also took an action to deny the application because of the denslty related to the reques=n 2014 another builder had inquired to the purchase of the property, aCCOrding to the owner they had issues w皿血e rock soil. Since 2005 the property has been marketed to several builders who have all cane to血e same ∞nClusion related to血e Rock Soil Base. Therefore, the subject property remains vacant.
