Smith Tuesday, June 7, 2016 5:15 PM Council Chambers 5:15 Work Session Agenda Planning Calendar Review Council Member Business Scott Cowdell asked about the Post Office property. Mike Coulam updated the Council on what has been happening with the property. Council Office Director's Report Michael Applegarth reported that all of 2015 Agendas, Minutes, and Audio have been loaded into Granicus. The new furniture for the Conference Room will be delivered tomorrow. Mayor's Report Mayor Dolan reported on various meetings he attended. Nick Duerksen reported on negotiations with the Canyons School District. CAO Report Byron Jorgenson asked the following to give a report to the Council. Rick Smith read a letter from a resident who expressed appreciation for service that was above and beyond expectations. Kevin Thacker read a letter from a resident expressing appreciation for an Officer's help in retrieving her lost keys in a Park. Mike Coulam found a minor correction that needed to be made in an ordinance. The Council asked him to make the correction. Shane Pace reported on a recent issue dealing with small cell towers. Korban Lee introduced Tamara Baker,Canyon School District, and Dave Leimsieder, South Valley Boys & Girls Club. This year was the last year of our initial 3 year grant. The City received another 3 year federal matching grant for After School Programs at Edgemont and Bell View Elementary Schools. 2 16-242 City Attorney budget presentation. Attachments: May 31, 2016 Minutes Item approved. 7:05 Public Hearing 6 CODE-5-16- City Council to consider amending Title 15A, Land Use Development 5082 Code, Revised Ordinances of Sandy City, 2008, by adding a new Chapter for the proposed Dimple Dell Overlay Zone. Attachments: Ord 16-24 for adoption. Brian McCuistion presented the staff report for this item. The following individuals spoke during the Public Hearing. 1. Angela Scott, 2193 E. Gyrfalcon Drive, was opposed to the proposed overlay zone. 2. Jolena Jessop, 10543 Dimple Dell Road, expressed concerns and possible suggestions. 3. Jacqueline Brozowski, 11673 South 2200 East, expressed concerns with traffic on Dimple Dell Road. 4. Dan Fisher,10444 Dimple Dell Road,expressed concerns with increased traffic and population in the area. 5. Mike Lane,10157 Sutherland Circle, expressed concern regarding procedures of notification and access to the Park. 6. Lou Jessop,10543 S. Dimple Dell Road, expressed concern with making changes to current zoning regulations. 7. Roger Reese, 2087 E. 10140 S.,asked several questions of the Council to get clarification of what is being proposed. 8. Diana Van Eitert, 11090 Susan Drive, expressed concerns with the clustering proposal of the overlay zone. 9. Diane Callis, 10424 Dimple Dell Road, expressed concerns about the proposed overlay zone. 10.Larry Newton,1996 E 10980 South, was in favor of clustering in the proposed overlay zone. 11.Bill Glines,1843 E Dimple Dell Road, did not beleive that this was an equitable proposal. 12.Bryon Prince, Ivory Homes, presented a few proposals for future development. 13.Ann Lane,10157 Sutherland Circle, was opposed to any future development in the area. 14.Lisa Reese, 2087 E. 10140 S., would like to preserve the open space in Dimple Dell. Council discussion followed. A motion was made by Stephen Smith, seconded by Kristin Coleman-Nicholl, that the City Council amend Title 15A of the Land Use Development Code Revised Ordinances of Sandy City 2008 by adding a new chapter for the proposed Dimple Dell Overlay Zone taking as the text for that additional chapter what is in our packet as Option B with the following amendment to 15A-39-02 Boundaries "The Dimple Dell Overlay Zone shall be confined to the properties outlined in the attached map (that was included in the packet)". At the conclusion of this item, Maren Barker excused herself from the meeting. 9 16-248 Finance Department recommending the City Council approve Resolution 16-39C approving an interlocal cooperation agreement with the Redevelopment Agency of Sandy City, regarding restructuring a loan from the city to the agency. Attachments: Resolution 16 39C updated Nick Duerksen presented this item to the Council. A motion was made by Steve Fairbanks, seconded by Stephen Smith, to adopt Resolution 16-39C.
