Opening Remarks / Prayer / Pledge of Allegiance
Chairman Chris McCandless welcomed all those in attendance.
Long Range Planning Manager/CDBG Mike Wilcox offered the opening prayer.
Pam Roberts, Executive Director Wasatch Front Waste and Recycling District, led the
audience in the pledge.
Citizen Comments
Steve Van Maren, felt that the analysis of utility relief should include renter and HOA's.
He addressed a County survey on signs.
Michael Applegarth noted that it was brought to his attention that an agenda for the
Retreat had not been posted. He would be happy to provide a copy for anyone who is
interested.
Maren Barker suggested having a sign up sheet for residents to join Citizen Connect.
Korban Lee explained Citizen Connect.

Approval of the Consent Calendar
A motion was made by Stephen Smith, seconded by Linda Martinez Saville, to
approve the Consent Calendar. The motion carried by a unanimous voice vote.
4. CODE-09-17 The Sandy City Community Development Department has filed a request
-5305 to amend Title 15A, Chapter 11, Home Occupations, Land Development
Code, Revised Ordinances of Sandy City, 2008.

McDonald as the hearing officer for reasonable accommodation requests
for group homes for disabled persons.

7. ZONE-10-17- Brent Beuchert has submitted an application requesting a zone change of
5308 two parcels located at 11521 S. and 11529 S. 1700 E., a total of
approximately 1.19 acres, from R-1-20A and R-1-10, both "Single Family
Residential Districts", to R-1-15A "Single Family Residential District" -
Zone-10-17-5308.

Jake Warner, Long Range Planning Manager, briefed the Council on the Beuchert
application to rezone two parcels of property to the R-1-15 A Zone.
Public Hearing was opened.
Steve VanMaren asked if the removal of vehicles on the property was part of the Planning
Commission's motion. Also, he requested that the animal rights be removed from the
zone.
The public hearing was closed.
Council questions were entertained.
The Council opened the Public Hearing by a motion from Stephen Smith, seconded by
Maren Barker. Motion approved by a unanimous voice vote.

A motion was made by Stephen Smith, seconded by Scott Cowdell, to adopt
Ordinance 17-28, amending and fixing the boundaries of a Zone District of the
Sandy City Zoning Ordinance; Rezoning two parcels, approximately 1.19 acres
from R-1-20A “SINGLE-FAMILY RESIDENTIAL DISTRICT” AND R-1-10
“SINGLE-FAMILY RESIDENTIAL DISTRICT” TO R-1-15A “SINGLE-FAMILY
RESIDENTIAL DISTRICT”, located at approximately 11521 South 1700 East and
11529 South 1700 East, also providing a saving clause and an effective date for
the ordinance .... The motion carried by the following vote:

8. 16-279 Public hearing on a proposed small cell tower ordinance.
Chairman McCandless opened the public hearing on the Small Cell Tower Ordinance.
Staff recommendation is to continue to a date when the ordinance is completed.
There were no comments.
Steve Smith made a motion seconded by Maren Barker to continue the public
hearing on the Small Cell Tower Ordinance to a date when the ordinance is
complete......motion carried as follows

Deputy City Recorder Wendy Downs presented the November 7, 2017 General Election
canvass and statistics report.

accept the November 7, 2017 General Election canvass... The motion carried by

the City Council for proposed fee increases and new fees to be effective
January 1, 2018

adopt Resolution 17-62C authorizing proposed fee increases and new fees for the
Wasatch Front Waste and Recycling District, to be effective January 1, 2018.. The
