Chris McCandless reviewed the Agenda Planning Calendar.
Council Member Business
Steve Fairbanks briefed the Council on the Utah League of Cities policy meeting.
Scott Cowdell expressed appreciation to those who helped with his retirement party. He
addressed 8800 South and traffic concerns along 300 East.
Chris McCandless updated the Council on the Dimple Dell Bond.
Council Office Director's Report
Michael Applegarth briefed the Council on moving the Oath of Office to the Hale Center
Theater.

CAO Report
Scott Bond reported on a potential Christmas Village.
Scott Earl updated the Council on the off leash dog park.

Scott Bond discussed participation from our fire fighters to assist with the California
wildfire.

Chairman Chris McCandless welcomed all those in attendance.
Jacob Lorenziana offered the opening prayer.
Nathan Taylor led the audience in the pledge.

3. 17-328 City Council recommending the Council receive the year end report from
Sandy Senior Center Manager Charles Otis.

Special Recognition
4. 17-329 Special recognition for Mike Wilson, Metro Water District of Salt Lake and
Sandy
Tom Ward honored Mike Wilson for his 25 years of service with the Metropolitan Water
District and Board.

A motion was made by Kristin Coleman-Nicholl, seconded by Linda Martinez

7. 17-313 City Council Office requesting further direction on the Sandy Utility
Assistance Program
Michael Applegarth presented.
A motion was made by Scott Cowdell, seconded by Kristin Coleman-Nicholl,
asking the Council to determine if they are desirous to continue with a discussion
for a circuit breaker program for water assistance for individuals who qualify
based on Salt Lake County's guidelines and are subject to budget constraints.
Council questions followed.
Council Member Smith called the question seconded by Steve Smith with a
unanimous all in favor voice vote.
Chairman Cowdell was asked to repeat the motion. Mr. Cowdell was not
speaking into the microphone for the motion to be heard. Chairman McCandless
repeated the motion as follows:
A motion was made by Mr. Cowdell and seconded by Kris Coleman -Nicholl that
the Council continue to move the discussion forward on the circuit breaker
program as it relates to the water utility bill and subject to budget constraints.
Michael Applegarth asked the Council to clarify if they mean to add a "check
box" on utility bills asking for a voluntary donation which would be separate
from rate payer monies. The Council stated "Yes".
Mr. Applegarth stated that he would bring back a version that will include the

accounting for this type of program. The voluntary funds will need to be
separate from rate paying funds, and criteria will need to be identified on how
the money will be spent.

8. 17-323 City Council Office recommending a process for future appointments
requiring City Council consent.
Michael Applegarth presented.
Council questions followed.
A motion was made by Stephen Smith, seconded by Scott Cowdell, directing
Council Staff to bring back a policy proposal for future appointments requiring
City Council consent at the earliest possible meeting ...
Council discussion followed the motion.
After discussion Mr. Smith withdrew his original motion and made the following
motion:
Stephen Smith made a motion seconded by Kris Coleman-Nicholl to use the
document that was presented by Mr. Applegarth as the guideline for the Council's
advise and consent process due to the immediate impending appointments for
the new Administration.
Council discussion followed.

9. 17-324 City Council requesting Council Office staff to prepare a Request for
Proposal for contract legal services.

A motion was made by Steve Fairbanks, seconded by Kristin Coleman-Nicholl,
directing Council Staff to prepare a Request for Proposal for contract legal
services.

The meeting adjourned at approximately 9:00 p.m. by Councilman Scott Cowdell. The
next scheduled meeting of the City Council is Tuesday, December 19, 2017 at 7:00 p.m.
