Chief Cline felt that a blind survey from the Council was important. Chris McCandless expressed appreciation to the Central Wasatch Commission and UDOT for the amazing things that are being done in Little Cottonwood Canyon to keep the Canyons safe. He distributed information on the Little Cottonwood Canyon EIS project. A presentation will be given to the City Council on April 23rd. Maren Barker spoke regarding concerns with drones at the 4th of July event, and to hold a discussion on a policy to restrict drones. Matt Huish and Bob Thompson reported that the Administration is working on a policy. Information Items 1. 19-116 Sandy Emergency Management recommending the Council receive "FEMA G-402: ICS Executives and Elected Officials" training The FEMA presentation was held. Voting Items Consent Calendar Approval of the Consent Calendar A motion was made by Steve Fairbanks, seconded by Linda Martinez Saville, to approve the Consent Calendar. Council Items 4. 19-110 City Council Office recommending the Council adopt resolution 19-11C appointing John S. Kirkham to the Metropolitan Water District of Salt Lake & Sandy for a four-year term. Attachments: Resolution19-11C John S. Kirkham Letter of Interest and Resume.pdf Mike Applegarth reported that Mr. Kirkham was highly recommended for appointment to the Metropolitan Water District of Salt Lake and Sandy. Public Comments: Steve Van Maren spoke in support of John Kirkham's appointment. Steve Fairbanks made a motion seconded by Chris McCandless to adopt Resolution 19-11C appointing John S. Kirkham a representative from Sandy City to the Board of Trustees of the Metropolitan Water District of Salt Lake and Sandy with a term commencing April 10, 2019 and expiring on January 1, 2023....the motion was approved by a unanimous all in favor voice vote. 5. 19-105 Raddon Development presenting information on the Cairns South project and requesting conceptual approval of the City Council. Nick Duerksen presented the background on the development. Ron Raddon presented the conceptual drawings for approval by the City Council on the Sandy Cairns Development concept. Tory presented the development design. Council comments and questions followed. There were no public comments. A motion was made by Kristin Coleman-Nicholl, seconded by Steve Fairbanks, for the City Council to approve the conceptual design of the Cairns South - Raddon project at 10300 S. Centennial Parkway... The motion carried by the following vote: Yes: 7- Brooke Christensen Maren Barker Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Zach Robinson Linda Martinez Saville 6. 19-111 Council Member Barker recommending the City Council conduct an employee survey. Maren Barker introduced her item for further discussion and a possible motion in support of an Employee Survey on behalf of the City Council. Maren Barker made a motion seconded by Zach Robinson requesting that a City Council Survey be a part of and included with the annual Administrative Employee Satisfaction Survey....the motion was denied by the following vote: Yes: 3- Brooke Christensen Maren Barker Zach Robinson No: 4- Kristin Coleman-Nicholl Chris McCandless Steve Fairbanks Linda Martinez Saville After 6:00 Time Certain Items and Public Hearings Public Hearing(s) 7. CODE-12-18 Accessory Structures - Amend Title 15A, Chapter 11-02, Accessory -5584_CC Structures, Land Development Code, Revised Ordinances of Sandy City, 2008 Attachments: Staff Report.pdf ord 19-10.docx Exhibit A.pdf 3.21.19 Meeting Minutes.pdf Mike Wilcox presented the information on the Code Amendment for Accessory Structures. Public Comments: Steve Van Maren expressed his support for the Code Amendment. He worries about degradation to the code as things are added and it is fine tuned. Stephanie Miller had questions regarding the set backs for a detached structure. Mike Wilcox answered her questions. Her husband, John Miller also asked a few questions. They spoke in support of the code amendment. Council comments followed.
