She spoke about the costs to improve the visual condition of Sandy area freeway on and off ramps. Parks Director Scott Earl also provided information about permit requirements. Council Member Barker asked City Attorney Bob Thompson about recycling services. Council Member McCandless expressed concern about flooding in Dimple Dell Park. Fire Chief Cline mentioned the Fire Department's preparation with Public Utilities. He also mentioned services in the unincorporated Granite area, and Canyon transportation issues. Council Member Nicholl spoke about the deannexing of Granite from the Wasatch Front Waste and Recycling District. Mayor's Report Mayor Bradburn was absent due to illness. CAO Huish was not present due to attendance at the ICMA Conference. Deputy Mayor Everton was present. CAO Report Citizen Comments Monica Zoltanski spoke about the North Rim Trail reference in the Trails Master Plan, questions on the canal trail bridge connecting White City, a vicious dog attack in Dimple Dell Park, and the cleanup scheduled for Saturday, April 27. Information Items 1. 19-136 City Council Office recommending the Council receive an update from the Utah Department of Transportation regarding the Little Cottonwood Canyon EIS Project John Robbins, UDOT Project Manager presented information on the Environmental Impact Statement and Transportation Action Plan for Little Cottonwood Canyon. Ralph Becker, Executive Director for the Central Wasatch Commission also participated in the presentation. The Council went back to Item Number 1. Jake Brown, UDOT Roadway Operations continued the presentation. Council questions and comments followed. Britt Bingham, Sandy Urban Forester also gave a presentation about City trees. 4. 19-134 Interlocal Cooperation Agreement between Sandy City and Salt Lake County, requested by Sandy City Public Works for the County to transfer $1,000,000 from the County Transportation Funds to the City to reimburse the City for costs associated with the 10200 South Pedestrian Tunnel and Intersection Project. Steve Van Maren addressed the overhead costs and favored maintaining local control. Beth Earhardt from the Senior Care Foundation spoke about their request for funding. Jason Wheeler spoke in favor of retaining administrative control over funding, and the work of his organization to assist seniors. Sal Jansen of Utah Community Action Center spoke in favor of the proposal. Council questions and comments followed. Approval of the 2019 Annual Action Plan, subject to the provisions listed in the resolution; and 2. Authorization for the Mayor to submit the 2019 Annual Action Plan to the U.S. Department of Housing and Urban Development and to sign associated grant documents... Compliance with the Goals and Policies of the General Plan by establishing appropriate development standards for all uses and zoning categories within Sandy City...
