The Planning Commission will participate in Agenda Item 3 (Stadium Village Master Plan).

Chairwoman Kris Coleman Nicholl welcomed all those in attendance.
Brooke Christensen offered the opening prayer.
Steve Fairbanks led the audience in the pledge.

Agenda Planning Calendar Review & Council Office Director's Report
Mike Applegarth reviewed upcoming items on the agenda planning calendar.
Council Member Business
Chris McCandless noted he would be leaving the meeting early. He asked for a
discussion on a City initiated process to annex County island contiguous to Sandy City.
He addressed a survey conducted through the Central Wasatch Commission and
comments made on the greatest asset to the City and State. He addressed a
reccommended contribution from the City to the Central Wasatch Commission.
Brooke Christensen presented an update on the water issue.
Steve Fairbanks received a few complaints from residents regarding man-hole covers
asking what the City could do to raise them. He mentioned one on 110th South. Mike
Gladbach explained the process for lowering and or raising man-hole covers.

Bob Thompson presented that code amendment pertaining to the definition of parks.
Council questions and discussion followed.
There were no public comments.
A motion was made by Brooke Christensen seconded by Maren Barker to adopt
the Code Amendment to only include the Golf Course and Amphitheater then go
back and specify other locations individually as a separate item.....
Council discussion and questions followed the motion.
This motion was denied by the following vote...

Maren Barker made a motion seconded by Zach Robinson to adopt the Code
Amendment as written and remove "plaza" from the ordinance..
Council discussion followed.

A motion was made by Kris Nicholl seconded by Steve Fairbanks to adopt
Ordinance #19-12, an ordinance amending Title 7 "Public Peace and Safety",
Section 7-12-1 "Definitions", of the revised ordinances of Sandy City by adding
exemptions to the Definition of "Park" as written....the motion was approved by
the following vote:

City Council Meeting and convene into Possible Closed Door Session to discuss
pending or reasonably imminent litigation.... the motion carried by the following
vote:

on all voting items. Each speaker is allowed three minutes per voting item. The Citizen Comment sections of the
meeting are for issues not listed on the agenda. Each speaker is allowed three minutes to address the Council
during Citizen Comments. If a citizen is unable to attend a meeting in person, he or she may provide written
comments to the City Council Executive Director by 3:00 PM the day of the Council Meeting to have those
comments distributed to the City Council and have them read into the record at the appropriate time.
