Council Member Business Council Member Christensen updated the Council on the Historic Committee's decision not to meet, the CDBG Committee, Hale Centre Theatre, and the Chamber of Commerce. Council Member Houseman expressed thanks for Communications sharing information about the Sandy Club. Council Member Sharkey noted the Public Utilities Advisory Board is meeting again. She noted the Utah League of Cities and Towns is working hard on many new issues. Council Member Zoltanski appreciated the inclusion of standing reports as part of the agenda. She commented on Earth Day upcoming, and the use and need to care for Dimple Dell Park and other Sandy area parks. She mentioned resources for businesses and the community on Congressman McAdams & Senator Romney's websites. Council Member Christensen noted there were not details available for the CDBG grant process yet. Council Member Stroud provided an update on the Sandy Arts Guild which is still working hard but had to cancel some performances. She thanked the Fire Department for the virtual tour provided to her students. Council Member Robinson thanked Mayor Bradburn for reaching out to Draper City. Mayor's Report Mayor Bradburn provided a COVID-10 operational update. Testing is a predominant concern and more is needed to generate data. 98% of Utahns have not been tested yet. More testing is needed to safely move through the "Urgent" phase of Utah Leads Together plan. CAO Report CAO Matt Huish reported on the latest version of the State's economic recovery plan discussed on the Utah League of Cities and Towns conference call yesterday. Department directors are reporting there has been no uptick in employees facing COVID-19 or the need to quarantine. The City subscribes to Target Solutions and COVID resources are being provided to City employees. Corrosion sampling as a result of the water contamination was offered to each home in the affected zones. The City collected 226 samples for an 84% participation rate. Testing will continue at regular intervals. We received 2020 Best of State recognition for The Cairns. She also noted possible federal efforts to aid smaller local governments. Negotiations are ongoing. Council questions followed. Voting Items Approval of the Consent Calendar A motion was made to approve the Consent Calendar. Attachments: Ordinance 20-01 Exhibit A to Ord. 20-01: Animal Services Amendment Dog Limit by City Animal Code Pros_Cons Land Development Animal Code 21-11-3 Redline Council Member Stroud summarized the recommended amendments and the research she conducted to explore increasing the number of dogs allowed per residence in Sandy City without a Hobby License. Council questions and comments followed. Animal Services Direct Ian Williams discussed issues with increasing the number of dogs. He supports an amendment for 3 dogs, possibly 4, but cautioned not to allow an unlimited number per residence. He reported on the current numbers of Hobby Licenses. Discussion ensued about the appropriate increase to the ordinance. The Chair opened public comment. Dustin Fratto provided direction on how to participate in public comment. There were no public comments. Council Member Robinson noted support for the ordinance following the motion. Council Member Sharkey clarified that the motion was for 3 dogs. A motion was made by Alison Stroud, seconded by Zach Robinson to 1) adopt Ordinance 20-01 and 2) direct staff to proceed with the conforming amendment to the Sandy Land Use Code through the Planning Commission process...
