Staff will provide additional information on proposed changes to department budgets. CONSENT ITEMS 11.1 RESOLUTION - COMMUNITY CHILD CARE COUNCIL OF SONOMA COUNTY LEASE AMENDMENT RECOMMENDATION: It is recommended by the Department of Recreation and Parks that the Council, by resolution, approve the Second Amendment to the Lease between the City of Santa Rosa and the Community Child Care Council of Sonoma County for lease of the building, fenced play yard and play structure located at 2536 Marlow Road, Santa Rosa for a term not exceeding June 19, 2015. Attachments Staff Report Resolution Exhibit 11.2 RESOLUTION - AUTHORIZING SUBMITTAL OF A PROPOSITION 84 DRINKING WATER PROGRAM GRANT APPLICATION TO THE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH FOR CONSTRUCTION OF WATER SYSTEM INFRASTRUCTURE TO CONNECT FOUR CONTAMINATED PRIVATE WATER SYSTEMS TO CITY WATER RECOMMENDATION: It is recommended by the Board of Public Utilities and Department of Utilities that Council, by resolution, authorize the submittal of a Proposition 84 Drinking Water Program grant application in the amount of $3,074,331.60 to the State of California Department of Public Health to fund the construction of water system infrastructure to connect four private water systems (three located along Santa Rosa Avenue south of Bellevue Avenue and one located on Fulton Road near West 3rd Street/Hall Road) currently providing drinking water from contaminated wells to the City of Santa Rosa Water System and authorize the Director of Utilities to submit the grant application on behalf of the City of Santa Rosa. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 9 CITY COUNCIL MAY 6, 2014 Attachments Staff Report Attachment 1 Attachment 2 Attachment 3 Resolution 11.3 RESOLUTION - GRANT APPLICATION TO THE SONOMA COUNTY AGRICULTURAL PRESERVATION AND OPEN SPACE DISTRICT’S MATCHING GRANT PROGRAM 2014/2015 FOR THE LOWER COLGAN CREEK RESTORATION - PHASE II PROJECT RECOMMENDATION: It is recommended by the Departments of Transportation & Public Works and Utilities that Council, by resolution: 1) authorize the submittal of an application to the Sonoma County Agricultural Preservation and Open Space District’s Matching Grant Program for the Lower Colgan Creek Restoration - Phase II Project in southwest Santa Rosa requesting up to $995,360 in grant funds for this $2,389,680 restoration and pathway project with the source of matching funds being Storm Water Enterprise Funds and future grants from other sources; 2) authorize the Director of Transportation & Public Works to negotiate and enter into all grant agreements with the District if the project is awarded funding; and 3) direct the Chief Financial Officer to increase the project account JL Key 54024 by the approved grant amount. Staff requests that the Council, by motion, continue this item to the June 10, 2014 regular meeting agenda. The continuation is requested to allow staff to resolve additional technical issues. RECOMMENDATION: It is recommended by the Transportation & Public Works Department and the Economic Development & Housing Department that the Council, by motion, continue this item to June 10, 2014 to allow staff to resolve additional technical issues . 5:00 P.M. 13. PUBLIC HEARINGS 13.1 PUBLIC HEARING - AUTHORIZING SUBMISSION OF THE 2014 TO 2019 CONSOLIDATED PLAN AND THE FY 2014/2015 ACTION PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT BACKGROUND: In 1995, the U.S. Department of Housing and Urban Development (HUD) began requiring states and local communities to prepare a Consolidated Plan in order to receive federal housing and community development funding, which the City submits to HUD every five years. The 2014 to 2019 Consolidated Plan establishes the following City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 9 CITY COUNCIL MAY 6, 2014 six goals to address the City’s housing and community development needs. These goals align with the City’s 2009 to 2014 Consolidated Plan: 1) Increase supply of affordable rental housing for the City’s lowest income households; 2) Preserve existing affordable housing stock; 3) Provide housing and services to special needs populations; 4) Increase access to homeownership opportunities for City residents; 5) Provide funding for public facilities and improvements; and 6) Promote economic development activities in the City. In addition to the Consolidated Plan, the City is required to submit an annual Action Plan to HUD for the Community Development Block Grant (CDBG) and HOME Investment Partnerships Act (HOME) funds it will receive in the upcoming fiscal year and to identify the City’s housing and community development needs, priorities, and how federal funds will be allocated to these activities. For FY 2014/2015, the City will receive $1,313,301 in CDBG funds plus approximately $33,000 in program income for a total of $1,346,301; and $549,410 in HOME funds plus approximately $37,000 in program income for a total of $586,410. RECOMMENDATION: It is recommended by the Department of Economic Development and Housing, at the close of the public hearing, that Council, by resolution, approve the FY 2014/2015 funding allocations for Public Services funds in the amount of $211,060 and authorize the submission of the 2014 to 2019 Consolidated Plan and the FY 2014/2015 Action Plan to HUD, as well as authorize the City Manager to execute annual funding agreements, HUD forms, and other documents required by HUD which are reasonably required to implement the Consolidated Plan for its five year term.
