CALL TO ORDER AND ROLL CALL 2. ANNOUNCEMENT OF CLOSED SESSION ITEMS Following the announcement of Closed Session items and prior to recess into Closed Session, the public may speak up to three minutes on items to be addressed in Closed Session. 2.1 CONFERENCE WITH LABOR NEGOTIATORS (Government Code Section 54957.6) Agency Designated Representatives: Kathleen Millison, City Manager and Jennifer Phillips, Assistant City Manager. STUDY SESSION Study Session items are items for in-depth discussion and possible direction to staff. No action may be taken. 4.1 REVIEW OF 2014/15 DEPARTMENT BUDGET REQUESTS, CAPITAL IMPROVEMENT PROGRAM FUNDING REQUESTS AND COMMUNITY PROMOTIONS FUNDING REQUESTS At this study session, the City Council will review the City’s proposed Fiscal Year 2014/15 Operations and Maintenance budget, Capital Improvement Program budget and Community Promotions funding requests. Staff will provide additional information on proposed changes to department budgets. Information and department budgets will be presented in the following order: Budget Overview Economic Development & Housing Community Development Information Technology Transportation & Public Works Utilities Capital Improvement Program This is the second day of a two-part study session. Jacob, Liebert Cassidy Whitmore, attorney for the City containing the conclusions of a confidential personnel investigation, and the confidential personnel investigation report, all redacted to protect any privacy interests of City employees. CONSENT ITEMS 11.1 MOTION - CONTRACT EXTENSION - OFFICE SUPPLIES RECOMMENDATION: It is recommended by the Finance Department that the Council, by motion, approve Amendment No. 1 to contract F000380 for office supplies, to extend the term through August 1, 2015, City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 6 CITY COUNCIL MAY 13, 2014 with no increase in contract unit prices, to Staples Contract & Commercial, Inc., Sacramento, California, in the total amount of $250,000. Funds for this operational expense have been allocated in the FY 2014/15 budget and will be allocated in subsequent FY operational budgets of various departments upon approval of Council.
