4. STUDY SESSION
Study Session items are items for in-depth discussion and possible direction
to staff. No action may be taken.
4.1 REVIEW OF 2014/15 DEPARTMENT BUDGET REQUESTS, CAPITAL
IMPROVEMENT PROGRAM FUNDING REQUESTS AND COMMUNITY
PROMOTIONS FUNDING REQUESTS
At this study session, the City Council will review the City’s proposed
Fiscal Year 2014/15 Operations and Maintenance budget, Capital
Improvement Program budget and Community Promotions funding
requests. Staff will provide additional information on proposed changes
to department budgets.

9.4 WAIVER OF CONFIDENTIALITY AND ATTORNEY-CLIENT PRIVILEGE
9.4.1 Council will discuss and vote on whether to waive confidentiality and
the attorney-client privilege and release emails between Council
Member Wysocky and City Attorney Fowler dated October 31, 2013.

9.4.2 Council will discuss and vote on whether to waive confidentiality and
the attorney-client privilege and release copies of three letters to City
Council members and a City employee from Morin I. Jacob, Liebert
Cassidy Whitmore, attorney for the City containing the conclusions of
a confidential personnel investigation, and the confidential personnel
investigation report, all redacted to protect any privacy interests of City
employees.

11.1 MOTION - CONTRACT EXTENSION - OFFICE SUPPLIES
RECOMMENDATION: It is recommended by the Finance Department
that the Council, by motion, approve Amendment No. 1 to contract
F000380 for office supplies, to extend the term through August 1, 2015,

with no increase in contract unit prices, to Staples Contract &
Commercial, Inc., Sacramento, California, in the total amount of
$250,000. Funds for this operational expense have been allocated in the
FY 2014/15 budget and will be allocated in subsequent FY operational
budgets of various departments upon approval of Council.

RECOMMENDATION: It is recommended by the City Clerk that the
Council by two resolutions (1) call the November 4, 2014, General
Municipal Election for the election of three Council members and request
consolidation of the election with the Statewide General Election; and (2)
adopt regulations pertaining to candidate statements.
