CONSENT ITEMS 10.1 MOTION - CONTRACT EXTENSION - PEST CONTROL SERVICES RECOMMENDATION: It is recommended by the Finance Department that the Council, by motion, approve the Ninth Amendment to General Services Agreement Number 131413 for adding pest control services at additional sites and a one-year extension for pest control services, with no increase in contract pricing, to Applied Pest Management, Inc., Vallejo, California, in an amount not to exceed $32,054.00. The cumulative value of the contract is $111,292.00. Funds for these services are included in the Fiscal Year 2014-15 budget under various key numbers. Attachments Staff Report Attachment 10.2 MOTION - PROJECT WORK ORDER AMENDMENT - SANTA ROSA AVENUE WIDENING PROJECT - COASTLAND CIVIL ENGINEERING RECOMMENDATION: It is recommended by Engineering Services that the Council, by motion, approve Project Work Order Amendment No. A010010-20011-25A for the Santa Rosa Ave Widening - Yolanda Ave to Kawana Springs Road for engineering services, in the amount of $210,000.00 to Coastland Civil Engineering, Inc. of Santa Rosa, California, for a cumulative total contract not to exceed amount of $704,276.00. Construction of the Santa Rosa Avenue Widening project has been completed on an accelerated schedule with multiple crews working each night. Additional funding is needed for construction management and inspection services due to the project complexity and unanticipated additional night work. The total amount of funding is well within the usual 12 to 15% value of the construction contract. Funding for this project has been appropriated to Account Nos. 17144, 55603 and 70543. The source of funds are Capital Facility Fees and Measure M Funds. Attachments Staff Report Attachment 1 - 4th amendment 10.4 RESOLUTION - AMENDMENT TO THE CITY CLASSIFICATION AND SALARY PLAN TO REINSTATE THE CLASSIFICATIONS OF EMPLOYMENT SERVICES MANAGER AND RISK MANAGER RECOMMENDATION: It is recommended by the Human Resources Director that the Council, by resolution, amend the classification and salary plan to eliminate the Employment Services/Risk Manager classification and reinstate the Risk Manager and Employment Services Manager (formerly Human Resources Manager) classifications. REPORT ITEMS City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 8 CITY COUNCIL OCTOBER 14, 2014 11.1 REPORT - COURTHOUSE SQUARE REUNIFICATION BACKGROUND: In 2004, the Council established the reunification of Courthouse Square as one of the City Council’s goals. In 2007, the General Plan was amended to illustrate a reunified square, and a competition was held to choose a design. An Environmental Impact Report (EIR) was prepared to evaluate the environmental impacts of the design (the preferred alternative) and other alternatives. On February 25, 2014, the City Council certified the Environmental Impact Report (EIR) for the Reunification of Courthouse Square. On July 15, 2014, the Council considered approval of a design for a reunified Courthouse Square, including Hinton and Exchange Streets and architectural features as identified in the certified EIR’s preferred alternative. The Council discussed the need for the peripheral streets, particularly Hinton Street. It decided to continue the item to a future date when all Council Members would be present. Whichever alternative is selected, the pace of construction of the Courthouse Square Reunification Project would depend on fund raising and budget and will likely be completed in phases. The estimated cost of completion of the preferred alternative of the Courthouse Square Reunification Project is $17,100,000, which includes the architectural features and pavilions. RECOMMENDATION: It is recommended by the Transportation and Public Works and Community Development Departments that the Council, by resolution: 1) approve the Courthouse Square Reunification Project analyzed as the preferred alternative in the EIR for the reunification of Courthouse Square which includes the two peripheral streets, architectural features and pavilions; 2) adopt the mitigation measures set forth in the Mitigation Monitoring Program; and 3) direct staff to implement and complete the Mitigation Monitoring Program as part of the approved project. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 8 CITY COUNCIL OCTOBER 14, 2014 Attachments Staff Report Attachment 1 - Phase One Sketch Attachment 2 - Parking Detail Sketch Attachment 3 - Ultimate Project Sketch Resolution Exhibit A Exhibit B Presentation (PDF) 11.2 REPORT - SONOMA COUNTY ROAD TAX MEASURE (This item was continued from October 7, 2014, Regular Meeting) BACKGROUND: The County of Sonoma voted on August 12, 2014 to place a one-quarter of one percent general sales tax measure on the March 3, 2015 ballot along with an Advisory Measure specifying the manner in which the sales tax is proposed to be spent. Santa Rosa, as directed by the City Council at a staff briefing, advised the County that the City wished to allocate ten percent (10%) of the City’s share of the revenues to Transit. As a result of polling results, the County elected to place the measure on the ballot as a general sales tax measure which only requires a majority vote with a companion advisory measure instead of a special sales tax which would require a two thirds vote. It is anticipated that the Board of Supervisors will have additional discussions prior to the deadline for submitted a final ballot measure which is on December 5, 2014. RECOMMENDATION: It is recommended by the City Attorney and the Director of Transportation and Public Works that the Council discuss the proposed Sonoma County General Tax for Roads and provide staff with direction, if any. PUBLIC HEARINGS 12.1 PUBLIC HEARING - FEDERAL TRANSIT ADMINISTRATION (FTA) SECTION 5310 GRANT APPLICATION FOR PARATRANSIT EQUIPMENT BACKGROUND: The Federal Section 5310 program is a statewide, competitive grant process that is administered through the State of California Department of Transportation (Caltrans). The program provides funds to local non-profits and public agencies for the purchase of accessible vehicles, scheduling software and equipment such as security cameras and AVL system components. However, funding is made available to public agencies, such as Santa Rosa CityBus, as long as no other local, non-profit organizations are readily available to provide paratransit service within the CityBus service area, as required by the Federal Americans with Disabilities Act (ADA). Consequently, Caltrans requires that public agencies hold a public hearing to allow local non-profits to comment on both their ability to provide ADA complementary paratransit service and the City’s interest in submitting a Federal Section 5310 grant application in the current competitive grant cycle. RECOMMENDATION: It is recommended by the Transportation and Public Works Department, that the Council, by resolution, authorizes the submittal of a Federal 5310 Grant Program application to Caltrans in the amount of $92,084.26 for the acquisition of two replacement, ADA accessible paratransit mini-vans.
