No action may be taken. 3.1 MAYOR’S GANG PREVENTION TASK FORCE UPDATE Staff will provide an update for City Council about the efforts of the Mayor’s Gang Prevention Task Force (MGPTF). The Mayor’s Gang Prevention Task Force (MGPTF) is a collaborative effort involving 43 private citizens and organizations, including city, county, and state government; local community-based organizations; schools, parents, faith community, and local law enforcement. The MGPTF utilizes a comprehensive framework to reduce youth violence by implementing strategic approaches identified in the MGPTF 2012 - 2016 Strategic Plan. The focus of this work is to intervene in the lives of youth to provide positive socialization opportunities as alternatives to criminal involvement and to deter them from other maladaptive behaviors. This report is provided as information only. No action by City Council is requested. Attachments Staff Report 11.3 MOTION - CONTRACT AWARD FOR STEAM CLEANING & POWER WASHING SERVICES RECOMMENDATION: It is recommended by the Finance, Economic Development and Housing and the Transportation and Public Works Departments that the Council, by motion, approve a two-year contract, with three one-year extension options, for steam cleaning and power washing services to Universal Site Services, Inc., Santa Rosa, CA, in the total amount not to exceed $100,999.96. Funds for these services are budgeted in Fiscal Year 2014-15 under various department Keys, and will be budgeted in future years upon approval by Council. REZ14-003 RECOMMENDATION: This ordinance, introduced at the August 5, 2014, Regular Meeting, by a 5-0 (Council Members Combs and Wysocky absent) vote, reclassifies four (4) parcels (APNs: 043-091-036, 049-091-033, 043-091-034, 043-091-035) from IL (Light Industrial) to CV (Motor Vehicle Sales) to allow a CarMax used-car dealership at 2800 Corby Avenue, 477 Quillco Court and associated parcels. REPORT ITEMS 12.1 REPORT - JUILLIARD PARK MASTER PLAN AMENDMENT AND CHURCH OF ONE TREE SITE ADDING A FENCE (NOTE: THIS ITEM IS BEING CONTINUED TO NOVEMBER 18, 2014) BACKGROUND: The Recreation and Parks Department desires to increase use of the Church of One Tree and protect the building. The Church of One Tree site abuts Juilliard Park. The Master Plan for Juilliard Park was established in 1932, and was most recently amended on February 11, 2014. The Church of One Tree (Church) was placed on the site adjacent to Juilliard Park in 1957, and the building was used as the Ripley Memorial Museum from 1970 to 1998. The building was designated by City Council as a Landmark in 1998. The building has been restored and also modified to comply with the Americans with Disabilities Act. The Recreation and Parks Department is tasked with increasing use and generating revenue at the Church. Ongoing issues at the exterior of the building and the entryways, including vandalism, graffiti, discarded drug paraphernalia and illegal encampments, have made it difficult to rent and program the facility. Santa Rosa Police Department staff has suggested that the Recreation and Parks Department install a fence in order to increase control over the site. The installation of a fence with gates - on the south side within Juilliard Park and on the north side on the Church site - will protect the building and provide a safe and clean environment for customers. A motion to recommend approval of the fence was approved unanimously by the Board of Community Services on July 23, 2014. RECOMMENDATION: It is recommended by the Department of Recreation and Parks that the Council, by resolution, approve the Juilliard Park Master Plan Amendment, adding a fence to enclose the Church of One Tree. 13.
