This study session provides an overview of current Fair Housing protections for tenants, functions of the Housing Choice Voucher Program, and a summary of the relevant case law. REPORT ITEMS 13.1 REPORT - COMMUNITY ADVISORY BOARD 2015/2016 WORKPLAN BACKGROUND: On August 7, 2012, the City Council adopted Resolution No. 28174 clarifying the roles, duties and areas for the Community Advisory Board (CAB). The City Council later adopted Resolution No. 28442 on March 11, 2014 clarifying the annual Community Improvement Grant (CIG) process. On August 26, 2015, the Community Advisory Board (CAB) approved its workplan for FY 2015/16. Under the FY 2015/16 workplan, CAB will focus on community gardens through identification of locations for gardens and conduct outreach to neighbors to determine ways for the City to support garden efforts. Additional focus will be placed on City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 12 City Council SEPTEMBER 15, 2015 increasing public participation in the Capital Improvements Projects (CIP) budget process and the continued success of the Community Improvement Grants (CIG). RECOMMENDATION: It is recommended by the City Manager’s Office and the Community Advisory Board that the Council, by resolution, approve the Community Advisory Board’s Fiscal Year 2015/16 Workplan pursuant to Resolution Nos. 28174 and 28442. Attachments Staff Report Resolution Exhibit A Presentation 13.2 REPORT - COMMUNITY ADVISORY BOARD APPROVAL AUTHORITY FOR COMMUNITY IMPROVEMENT GRANTS BACKGROUND: As part of its duties and responsibilities, the Community Advisory Board (CAB) annually oversees a public grant application and acceptance process. The grants are known as Community Improvement Grants (CIG). The CAB reviews all grant applications submitted and makes recommendations to the Council for approval. At its November, 2014, meeting, CAB members, by a majority, recommended asking the Council to give CAB the authority to approve CIG grants with a provision that the Council will hear any appeals regarding denied applications and will be provided with an annual update on the grant program. RECOMMENDATION: The Community Advisory Board (CAB) recommends that the Council, by resolution, give CAB the authority to approve Community Improvement Grants (CIG) with the understanding that the Council will hear any appeals regarding denied applications and CAB will provide a report to Council annually on the grant program. Attachments Staff Report Attachment 1 Attachment 2 Resolution Presentation 13.3 REPORT - ORDINANCE INTRODUCTION - EXPEDITED PERMITTING City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 12 City Council SEPTEMBER 15, 2015 FOR SMALL RESIDENTIAL ROOFTOP SOLAR SYSTEMS BACKGROUND: Assembly Bill 2188 amending the California Solar Rights Act was adopted September 21, 2014, requiring local cities to adopt an ordinance to expedite review, permit issuance and inspections for small residential rooftop solar energy systems on or before September 30, 2015. RECOMMENDATION: It is recommended by the Community Development Department that Council introduce an ordinance adding Chapter 18-68 Expedited Permitting Procedures for Small Residential Rooftop Solar Energy Systems. Attachments Staff Report Ordinance Presentation 13.4 REPORT - WATER BILL ASSISTANCE PROGRAMS - SANTA ROSA CARES BACKGROUND: This program will allow Santa Rosa Water customers to continue to round up bills or add a fixed amount donation for the “Change for Kids” program as well as add two additional fixed fee donation programs for the existing Recreation & Parks Youth Scholarship Fund and for a new program to help fund a water bill assistance program “Help to Others” (H2O). Adding these programs to the water bill makes it easy to donate to the City’s programs that support limited income families and individuals. Currently, the Change for Kids program is marketed through an annual water bill insert and has 3,198 customers that participate on a monthly basis generating nearly $25,000. Santa Rosa Water proposes to market the entire “Santa Rosa Cares” program for all three donation programs year-round through its many outreach events. Our goal will be to increase participation in the Change for Kids program as well as add contributors to the other two programs. RECOMMENDATION: It is recommended by the Board of Public Utilities and by the Water, Finance and Recreation and Parks departments that the Council, by resolution, authorize three options for a water bill City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 12 City Council SEPTEMBER 15, 2015 donation program “Santa Rosa Cares”: Change for Kids, Youth Scholarship Fund, and H2O (Help to Others) Fund, all providing financial assistance to needy individuals and families with limited income. Attachments Staff Report Attachment 1 Attachment 2 Resolution Presentation 13.5 REPORT - COUNCIL DIRECTION TO VOTING DELEGATE TO LEAGUE OF CALIFORNIA CITIES CONFERENCE REGARDING COUNCIL POSITION ON FOUR RESOLUTIONS COMING BEFORE THE LEAGUE GENERAL ASSEMBLY BACKGROUND: Policy development is a vital and ongoing process within the League of California Cities for determining legislative and program strategies for important issues facing cities throughout California. Policies are submitted for consideration by the General Assembly at the Annual Conference to be voted on by delegates from the cities. Each member city has one Voting Delegate at the General Assembly, which will be held in San Jose on September 30-October 2. There are four separate issues that have been submitted by resolution to the General Resolutions Committee for recommendation and voting at the General Assembly. The issues are 1) by-law amendments regarding succession of League officers to fill vacancies; 2) legislation to preserve therapeutic environments for group homes and avoid overconcentration of recovery and treatment facilities in residential neighborhoods; 3) support for SB 593 (McGuire): Thriving Communities and Sharing Economy Act; and 4) legislation to compel Southern California Edison to create a program to automatically provide direct compensation to customers affected by prolonged power outages. No additional applications have been submitted at this time. MNP14-018 BACKGROUND: This application seeks to rezone one 4,200 square foot parcel from R-2 (Medium Density Multi-Family Residential) to CG (General Commercial) to be consistent with General Plan Designation and to accommodate a proposed hotel and retail use. The proposed development also requires a Minor Conditional Use Permit and Minor Design Review, which were approved by the Zoning Administrator following a public hearing on August 3, 2015. This item was continued from the August 11, 2015, Regular Meeting. RECOMMENDATION: Sonoma County Animal Services is requesting the Council adopt revised animal services fees and approve a time-limited amnesty for dog license fees and penalties. Whether to adopt by resolution the proposed animal services fees and approve a time-limited amnesty for dog license fees and penalties is a matter of Council policy.
