PUBLIC COMMENTS:
Except for public hearing items, comments from the public will be allowed on
all agenda items at the time each item is called. Comments on public hearing
items may be made when the hearing is opened.
Comments from the public on non-agenda items will be heard under Agenda
Items 13 and 17. This is the time when any person may address the Council
on matters not listed on this agenda, but which are within the subject matter
jurisdiction of the Council. The first public comment period on non-agenda
items (Agenda Item 13) will begin no earlier than 5:00 p.m. and will be limited
to ten speakers selected randomly by the Mayor. Each speaker will be
allowed three minutes. Speakers who do not have an opportunity to speak
during this time will be allowed to make public comment under Agenda Item
17.

On August 18, 2015, staff presented the first study session on the
City of Santa Rosa

Development Impact Fee Review. This second session is to hear from
stakeholders and obtain direction from the Council. Following this
Council direction, a consultant will be hired to update the City’s impact
fee nexus studies.

Protocols to revise the procedure for election of Mayor and incorporate
other minor revisions to reflect current Council practices.

12.3 RESOLUTION - GRANT APPLICATION TO THE STATE OF
CALIFORNIA NATURAL RESOURCES AGENCY, CALIFORNIA RIVER
PARKWAYS GRANT PROGRAM FOR FUNDING OF THE
CONSTRUCTION OF LOWER COLGAN CREEK RESTORATION
PHASE 2
RECOMMENDATION: It is recommended by the Santa Rosa Water
Department that the Council, by resolution: 1) authorize Santa Rosa
Water to submit a grant application to the State of California Natural
Resources Agency, California River Parkways Grant Program for
$494,903 for funding of the construction of Lower Colgan Creek
Restoration Phase 2; 2) appoint the Director of Santa Rosa Water, or his
designee, as agent to execute and submit all documents related to the
grant; and 3) authorize appropriation of funding by the approved grant
amount.

12.5 ORDINANCE ADOPTION - EXPEDITED PERMITTING FOR SMALL
RESIDENTIAL ROOFTOP SOLAR SYSTEMS
RECOMMENDATION: This ordinance, introduced at the September 15,
2015, Regular Meeting by a 6-0-1 vote (Vice Mayor Coursey absent),
adds Chapter 18-68 to the Santa Rosa City Code relating to expedited
permitting procedures for small residential rooftop solar energy systems.

14. REPORT ITEMS
14.1 REPORT - FINANCING OPTIONS FOR A COURTHOUSE SQUARE
REUNIFICATION PROJECT
BACKGROUND: The City Council has expressed a desire to move a
Courthouse Square Reunification project forward. In order for this
project to advance, the City will need to finance some or all of the project
costs. Financing methods and options specific to a reunification project
were provided at the Study Session. As discussed in the Study Session,
the options that would be available for a Courthouse Square
Reunification project include General Obligation Bonds (GO Bonds),
Certificates of Participation (COPs), Community Facilities District (CFD)
and Enhanced Infrastructure Financing District (EIFD). Staff is looking
for Council to select the preferred financing method for this project in
order to create a strategy and timing for funding allowing the City to
proceed.
RECOMMENDATION: It is recommended by the City Manager and Chief
Financial Officer that the Council, by motion, select a financing method
and direct staff to begin the process for pursuing the selected financing
method to fund all or part of a Courthouse Square Reunification Project.

14.2 REPORT - AUTHORITY TO ISSUE DESIGN-BUILD REQUEST FOR
PROPOSALS FOR PARKING GARAGE SOLAR SYSTEM
BACKGROUND: Council Goal 1.3, Implement Parking District Initiatives,
includes an objective to evaluate feasibility of installing solar panels on
the public garage rooftops. Feasibility studies indicate there are financial
and environmental benefits to installing a solar system on the garages.
This item authorizes issuance of a request for proposals to consider both
a capital purchase and a power purchase agreement to acquire solar
power and offset garage energy usage.

RECOMMENDATION: It is recommended by the Departments of
Economic Development and Housing, and Finance that the Council, by
resolution, authorize issuance of a Request for Proposals for the
design-build construction of solar photovoltaic systems on the roof-tops
of the public parking garages.

**15.1 PUBLIC HEARING - APPEAL - NORTH STREET APARTMENTS - 1108
14TH STREET, ASSESSOR’S PARCEL NO. 180-680-056 - FILE NO.
MJP15-004
BACKGROUND: The North Street Apartments project proposes to
develop 20 apartment units on a vacant lot that was previously being
used for vehicle and trailer storage. On July 16, 2015, following the close
of a public hearing, the Design Review Board (the Board) voted (3-1) to
approve Preliminary Design Review for the project. On July 20, 2015, the
City Clerk’s Office received an appeal to the Council of the Board’s
Preliminary Design Review approval. The appellant stated, as grounds
for appeal, that the Board failed to require implementation of In-fill
Development and Historic District Design Guidelines.
RECOMMENDATION: It is recommended by the Design Review Board
and the Community Development Department that the Council, by
resolution, deny the appeal and approve Preliminary Design Review for
the North Street Apartments, multi-family residential development located
at 1108 14th Street, Assessor’s Parcel Number (APN) 180-680-056.
