No action will be taken. 3.1 2015 WATER AND WASTEWATER COST OF SERVICE STUDY AND RATE STRUCTURE RECOMMENDATIONS The purpose of this study session is to review the 2015 Water and Wastewater Rate Study recommended by the Board of Public Utilities and review the rate structure changes and rate recommendations prior to the mailing of the Proposition 218 required notices to Santa Rosa Water customers and property owners. A Public Hearing on the rates is scheduled on December 1, 2015. Attachments Staff Report Attachment Presentation 3.2 REVIEW OF BODY WORN CAMERA POLICY The Police Department is implementing a comprehensive body worn camera (BWC) program equipping patrol officers with BWCs. On August 18, 2015, the City Council approved the purchase of BWCs and accessories from VieVu and approved an amendment to the contract with Kwan Software Engineering, Inc. dba VeriPic, Inc. for additional software for use with the BWCs. In anticipation of the acquisition and implementation of BWCs, the department developed SRPD Policy 450: Body-Worn Cameras. In creating this policy, the department reviewed policies from other agencies, recommendations from national policy and advocacy groups, conducted a community survey, and engaged in dialogue with the City Attorney’s Office and the Santa Rosa Police Officers Association. CIP Projects provide the infrastructure that is critical to the economic vitality and quality of life in Santa Rosa. CONSENT ITEMS 11.1 MOTION - CONTRACT AWARD - PAVEMENT PREVENTIVE MAINTENANCE 2015 RECOMMENDATION: It is recommended by Engineering Services that the Council, by motion, award construction Contract No. C01867, Pavement Preventive Maintenance 2015, in the amount of $892,739.05 to the lowest responsible bidder, Team Ghilotti, Inc., of Petaluma, California, approve a 10% contract contingency, and authorize a total contract amount of $982,012.96. REPORT ITEMS 13.1 REPORT - SOUTHEAST GREENWAY EXISTING CONDITIONS, OPPORTUNITIES AND CONSTRAINTS REPORT AND PROPOSED INITIATION OF GENERAL PLAN AMENDMENT, REZONING AND ASSOCIATED ENVIRONMENTAL REVIEW BACKGROUND: In July 2015, the Council entered into a Memorandum of Understanding (MOU) with Caltrans, Sonoma Land Trust, and the Southeast Greenway Community Partnership. The Partnership is comprised of City of Santa Rosa, Sonoma County Regional Parks, Sonoma County Water Agency, Southeast Greenway Campaign, and Landpaths. Preparation of a report assessing existing conditions and plans to identify opportunities and constraints affecting the approximately 57 acre site comprised of undeveloped Highway 12 right of way between Farmers Lane and Spring Lake Regional Park in southeast Santa Rosa was a component of the MOU. The report titled “Southeast Greenway Existing Conditions, Opportunities, and Constraints” was prepared by City staff to provide background information. A key issue identified in the report is that the 57 acre site does not currently have a General Plan designation. If the Council adopts the resolution initiating a General Plan Amendment and Rezoning of the site with initial direction about future land uses, a Request for Proposal will be issued and City staff will bring a contract for planning and environmental consultant support for the project to the Council by January 2016. A key component of the community planning process will be public engagement and participation. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by motion, accept the report titled “Southeast Greenway Existing Conditions, Opportunities, and Constraints” and, by resolution, initiate a General Plan Amendment and Rezoning of the approximately City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 8 City Council OCTOBER 6, 2015 57 acre site comprised of undeveloped Highway 12 right of way between Farmers Lane and Spring Lake Regional Park in southeast Santa Rosa.
