No action will be taken. 4.1 AFFORDABLE HOUSING - CURRENT ENVIRONMENT AND CURRENT STRATEGIES The Council has initiated a program to understand the local housing market, and to appreciate existing affordable housing policy and production efforts. This program will also consider strategies to increase market rate and affordable housing production. To begin this program, two study sessions have been prepared. The first session will include a market overview, a definition of affordable housing, documentation of the existing inventory, a review of existing housing programs and funding sources, and an estimate cost of housing program 2015-2023. No action will be taken on these matters except to possibly place a particular item on a future agenda for Council consideration. 7.1 SUSTAINABLE WATER UTILITY MANAGEMENT AWARD On October 12, 2015 the Water Department was awarded the Sustainable Water Utility Management Award by the Association of Metropolitan Water Agencies. Santa Rosa Water was one of twelve agencies in the nation to receive this top utility management award. To be eligible, Santa Rosa Water had to first attain gold and platinum levels for outstanding achievement. Staff will provide a brief update on this award. 8. Attachments Staff Report Attachment - Maps Resolution Presentation 12.4 RESOLUTION - APPROPRIATION OF GRANT FUNDS FROM THE STATE OF CALIFORNIA DEPARTMENT OF WATER RESOURCES FOR FUNDING OF THE EFFICIENT FIXTURES DIRECT INSTALLATION PROGRAM RECOMMENDATION: It is recommended by the Water Department that the Council, by resolution, accept the grant as awarded, amend the revenue budget in the Water Utility Fund by adding $2,499,724 and appropriate this amount for the implementation of the Efficient Fixtures Direct Installation Program for residential and commercial water customers, the source of funds being a Water-Energy Program grant from the California Department of Water Resources. REPORT ITEMS 14.1 REPORT - AUTHORITY TO ISSUE DESIGN-BUILD REQUEST FOR PROPOSALS FOR PARKING GARAGE SOLAR SYSTEM BACKGROUND: Council Goal 1.3, Implement Parking District Initiatives, includes an objective to evaluate feasibility of installing solar panels on the public garage rooftops. Feasibility studies indicate there are financial and environmental benefits to installing a solar system on the garages. This item authorizes issuance of a request for proposals to consider both a capital purchase and a power purchase agreement to acquire solar power and offset garage energy usage. RECOMMENDATION: It is recommended by the Departments of Economic Development and Housing, and Finance, that the Council, by resolution, authorize issuance of a Request for Proposals for the design-build construction of solar photovoltaic systems on the rooftops of four public parking garages. Attachments Staff Report Resolution Presentation 14.2 REPORT - WATER EFFICIENT LANDSCAPE ORDINANCE BACKGROUND: On April 1, 2015, in response to the on-going drought, Governor Brown issued Executive Order B-29-15 which directed the Department of Water Resources (DWR) to update the State’s Model Water Efficient Landscape Ordinance (MWELO) through an expedited regulation. On July 15, 2015, the California Water Commission approved DWR’s revised MWELO, effective December 1, 2015. The revised MWELO includes more efficient requirements for irrigation system design, plant selection, and soil management. In order to comply with the revised MWELO, the Santa Rosa City Council must adopt revisions to Chapter 14-30 - Water Efficient Landscape of the Santa Rosa City Code or the revised MWELO will be automatically adopted by statute. RECOMMENDATION: It is recommended by the Board of Public Utilities and the Santa Rosa Water Department that the Council introduce an City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 11 City Council OCTOBER 20, 2015 ordinance amending Chapter 14-30 - Water Efficient Landscape of the Santa Rosa City Code to comply with the State’s Model Water Efficient Landscape Ordinance. Attachments Staff Report Attachment Ordinance Presentation 14.3 REPORT - SUSTAINABLE GROUNDWATER MANAGEMENT ACT PRINCIPLES FOR DEVELOPING GOVERNANCE OPTIONS BACKGROUND: The Santa Rosa Plain groundwater basin covers an area of approximately 80,000 acres and is home to approximately half the population of Sonoma County. In September 2014, the Governor signed into law the Sustainable Groundwater Management Act of 2014 (SGMA) which provides a framework for sustainable management of groundwater supplies by local authorities. SGMA requires local agencies with land use, water supply or water management authorities to form Groundwater Sustainability Agencies (GSA) by mid-2017. In Sonoma County three groundwater basins, the Santa Rosa Plain, Petaluma, and Sonoma Valley basins, are required to comply with SGMA. In the Santa Rosa Plain, staff of Santa Rosa Water along with staff from other GSA-eligible entities have begun meeting to discuss options for forming GSAs in each of the three groundwater basins. The GSA eligible entities include local municipalities, the Sonoma County Water Agency and the County. Together, staff from these agencies have developed SGMA Principles for Developing Governance Options. These Principles outline a series of precepts that the GSA-eligible entities will use to guide the development of the GSAs. RECOMMENDATION: It is recommended by the Board of Public Utilities and the Santa Rosa Water Department that the Council, by resolution, support the Sustainable Groundwater Management Act Principles for Developing Governance Options. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 9 of 11 City Council OCTOBER 20, 2015 Attachments Staff Report Resolution Exhibit A Presentation 14.4 REPORT - CONSULTANT CONTRACT - RENT STABILIZATION OPTIONS BACKGROUND: The purpose of this contract is to analyze policy and management options for the implementation of Mediation / Arbitration, Just Cause for Eviction and Rent Stabilization in Santa Rosa. A Study Session was conducted on September 1, 2015, on Rent Stabilization. During this study session, the City Council reviewed relevant State laws, considered market information and housing data, and considered other cities’ rental housing programs, policy options and future implications. As a result of the September study session and Council discussion, the City Council has requested review of policy and management options for the potential implementation to address rent issues. City Staff has determined that Management Partners has the available staff and experience necessary to conduct this assignment and help the City Council understand how these options work. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by resolution; 1) appropriate $75,000 from the reserves of the General Fund; and 2) award a contract to Management Partners of San Jose, California to evaluate Rent Stabilization policy and management options for the implementation of Mediation / Arbitration, Just Cause for Eviction and Rent Stabilization in Santa Rosa. PUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda. 15.1 PUBLIC HEARING - FRANCISCO VILLAGE WEST REZONING BACKGROUND: On August 27, 2015, the Planning Commission approved development of a ±12 acre site with seventy-seven (77) lots for the construction of single-family residences and associated landscaping and public improvements. Francisco Avenue is identified as a scenic road in the General Plan. The Planning Commission recommended that City Council approve a Zoning Code text amendment to establish scenic road standards for the east-west segment of Francisco Avenue, and approve the accompanying zoning map amendment that applies the Scenic Road combining district designation (-SR) to the lots along the northern boundary of the project, fronting on Francisco Avenue. RECOMMENDATION: It is recommended by the Planning Commission and the Community Development Department that the Council introduce an ordinance to amend the text of the Zoning Code Scenic Road Combining District section to include development standards for the east-west segment of Francisco Avenue, and amend the Zoning Code Map to apply the Scenic Road Combining District designation (-SR) to the project lots abutting on the east-west segment of Francisco Avenue.
