No action will be taken. 3.1 PARKING PROGRAM The City Council expressed interest in the Parking Program during the June 2015 Budget Hearings. The City established its first Parking Meter Zone in the downtown and installed parking meters in 1945 to address parking congestion. A parking district (Central Parking Service Facilities District) was formed in 1953 to provide off-street parking within the downtown area to meet the growing demand. CONSENT ITEMS 12.1 ORDINANCE ADOPTION - WATER EFFICIENT LANDSCAPE ORDINANCE RECOMMENDATION: This ordinance, introduced at the October 20, 2015, Regular Meeting by a unanimous vote, amends Chapter 14-30 - Water Efficient Landscape of the Santa Rosa City Code to comply with the State’s Model Water Efficient Landscape Ordinance. Attachments Ordinance 12.2 ORDINANCE ADOPTION - ESTABLISHING SCENIC ROAD DEVELOPMENT STANDARDS FOR FRANCISCO VILLAGE WEST RECOMMENDATION: This ordinance, introduced at the October 20, 2015, Regular Meeting by a unanimous vote, amends Section 20-28.050, subsection D, to establish Scenic Road Development Standards for the east-west segment of Francisco Avenue from Fulton Road to the north-south segment of Francisco Avenue. REPORT ITEMS 14.1 REPORT - MEMORANDUM OF UNDERSTANDING REGARDING SANTA ROSA CHARTER SCHOOL, 815 BROOKWOOD DRIVE, SONOMA COUNTY FAIRGROUNDS BACKGROUND: On August 16, 2015, Sonoma County Fair and Exposition, Inc. executed a lease with Redwood Empire Schools Insurance Group JPA/Santa Rosa Charter School for use of the Garrett and Kraft Buildings, and adjacent grounds as a school for children in grades preschool through grade 8 for the 2015-2016 school year. At its September 22, 2015, meeting the Sonoma County Board of Supervisors ratified a Memorandum of Understanding between the Sonoma County Permit and Resource Management Department (PRMD) and the City of Santa Rosa Community Development Department whereby the City delegated plan check, permitting, and inspection authority for the 2015-2016 school year to PRMD to allow Santa Rosa Charter School to operate on the Sonoma County Fairgrounds. RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the Council, by Resolution, ratify the City Manager’s execution of a Memorandum of Understanding between the Sonoma County Permit and Resource Management Department and the City of Santa Rosa, for the County to assume plan check, permitting, and inspection authority for the 2015-2016 school year for the Santa Rosa Charter School, 815 Brookwood Drive, Santa Rosa to be located and operated at the Sonoma County Fairgrounds. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 7 City Council OCTOBER 27, 2015 Attachments Staff Report Attachment 1 - Agreement between Fair and Santa Rosa Education Cooperative Attachment 2 - MOU between County of Sonoma and City of Santa Rosa Attachment 3 - County Temporary Occupancy Permit Resolution Exhibit A Presentation 14.2 REPORT - COMMUNITY HOMELESS ASSISTANCE PILOT PROGRAM - SAFE PARKING, PORTABLE TOILETS, AND TEMPORARY SHELTER BACKGROUND: The City desires to allow owners to use their properties or facilities, which meet Zoning Code requirements, for safe parking, the placement of portable toilets, and temporary shelter, which is being collectively referred to as Community Homeless Assistance Pilot Program (CHAPP), during the winter months (November 1, 2015 to March 31, 2016). RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Council, by resolution, approve a Community Homeless Assistance Pilot Program (CHAPP) to allow property owners to use their properties or facilities, which meet Zoning Code requirements, for safe parking, the placement of portable toilets, and temporary shelter during the winter months (November 1, 2015 to March 31, 2016).
