PUBLIC COMMENTS:
Except for public hearing items, comments from the public will be allowed on
all agenda items at the time each item is called. Comments on public hearing
items may be made when the hearing is opened.
Comments from the public on non-agenda items will be heard under Agenda
Items 12 and 16. This is the time when any person may address the Council
on matters not listed on this agenda, but which are within the subject matter
jurisdiction of the Council. The first public comment period on non-agenda
items (Agenda Item 12) will begin no earlier than 5:00 p.m. and will be limited
to ten speakers selected randomly by the Mayor. Each speaker will be
allowed three minutes. Speakers who do not have an opportunity to speak
during this time will be allowed to make public comment under Agenda Item
16.
To address the Council you are requested to complete a yellow Speaker
Card and give it to the City Clerk. If you are unable to or do not wish to wait
for the public comment portion of the agenda, you are encouraged to contact
the Council or City Clerk directly by submitting your comments to 100 Santa

7.1 QUARTERLY REPORT OF SETTLEMENTS AND ACTIVE LITIGATION
The City Attorney will report on settlements over $50,000 within the first
quarter of 2016 (01/01/2016 - 03/30/2016) as well as provide a summary
of pending litigation against the City.

F000569 PARKING CITATION PROCESSING SERVICES
RECOMMENDATION: It is recommended by the Finance Department
that the Council, by motion, approve the Second Amendment to Contract
F000569 for parking citation processing services for a two-year
extension, with no increase to contract price with Turbo Data Systems,
Inc., Tustin, California, in the amount not to exceed $239,000.

11.2 RESOLUTION - GENERAL MUNICIPAL ELECTION - NOVEMBER 8,
2016: CALLING THE ELECTION, REQUESTING CONSOLIDATION
WITH THE STATEWIDE GENERAL ELECTION AND ADOPTING
REGULATIONS PERTAINING TO CANDIDATE STATEMENTS
RECOMMENDATION: It is recommended by the City Clerk that the
Council, by two resolutions, (1) call the November 8, 2016, General
Municipal Election for the election of four Council members and request
consolidation of the election with the Statewide General Election; and (2)
adopt regulations pertaining to candidate statements.

11.3 RESOLUTION - ASSESSMENT LIEN AGAINST THE REAL PROPERTY
LOCATED AT 980 ASTON AVENUE
RECOMMENDATION: It is recommended by Department of Housing and
Community Services that the Council, by resolution, approve the special
assessment lien in the amount of $13,232.00 against the property
located at 980 Aston Avenue for violations of the City Code that remain
uncorrected by the responsible parties, Eliseo Martinez, and authorize
recording of a lien and placing the assessment on the property tax roll for
collection.

Public Hearing matters will begin no earlier than 5:00 p.m. or as soon
thereafter as the matters are reached on the agenda.
14.1 PUBLIC HEARING - REIMAGINING CITYBUS DRAFT PLAN
BACKGROUND: The purpose of the public hearing will be to receive
public comment and recommendations prior to the City Council acting on
the Reimagining Santa Rosa CityBus Draft Plan.
The Draft Plan for Reimagining Santa Rosa CityBus includes the final
recommendations for short-term CityBus route and schedule changes, as
well as a long-range vision for growth and development of the CityBus
system, based on a year-long planning process.
RECOMMENDATION: No action will be requested at this public hearing.

14.2 PUBLIC HEARING - ORDINANCE INTRODUCTION - STONY VILLAGE
NORTH - REZONING - 2729 STONY POINT ROAD - APN 134-022-049

BACKGROUND: On April 14, 2016, the Planning Commission approved
by Resolution Nos. 11756 - 11759 (6-0-1 Commissioner Crocker absent),
a Mitigated Negative Declaration; a recommendation that Council

introduce/adopt an ordinance to rezone from the R-3-18 (Multi-family
Residential) zoning district to the R-1-6 (Single-family Residential) zoning
district to achieve General Plan consistency; a Conditional Use Permit for
a small lot subdivision; and a Tentative Map to subdivide a 4.98-acre
parcel into 43 individual single family lots for the Stony Village North
subdivision. The subject property is located at 2729 Stony Point Road,
Assessor’s Parcel No. 134-022-049.
RECOMMENDATION: It is recommended by the Planning Commission
and the Planning and Economic Development Department that the
Council introduce an ordinance to Rezone Assessor’s Parcel No.
134-022-049 to the R-1-6 (Single-family Residential) zoning district.
