1. CALL TO ORDER AND ROLL CALL
Chair Jennifer Burke, Interim Director Santa Rosa Water, called the meeting to
order at 8:05am.

3. DEPARTMENT REPORTS
3.1 DEPARTMENT UPDATE
Jennifer Burke, Acting Director Santa Rosa Water gave a brief department update
to the Committee. The recruitment for a new Director of Santa Rosa Water will
close on March 24th. The two open recruitments for Deputy Director positions will
also be closing soon. Burke also gave clarificatoin on the recent Press Democrat
headline. There was no untreated water discharged from the plant, only treated
water.
3.2 BUDGET UPDATE
Kimberly Zunino, Deputy Director Water Administration provided the committee
with an update on the upcoming budget. Currently staff is only seeking an approval
on the first year of the budget, but will be looking forward at the next five years.
The presentation included updates on contribution information, the diversion
project, misc. revenues, waste hauler revenues, and provided conservative
estimates given the forthcoming opening of the Petaluma treatment plant. 19/20
contributions and debt services savings were estimated. CIP up to six million and
O+M up 0.9%. Retained contributions were discussed in detail and further
information will be presented to the committee at next months meeting.
Next Steps: SubTAC approval. Long term financial plan. Ag Fee process.
Continue to pursue FEMA grant funding. Bring back budget to committee on 4/4.
3.3 REGULATORY UPDATE
Sean McNeil, Acting Deuty Director Environmental Services provided the SubTAC
an update on the NPDES process. Current agreement expired 1/31 and we are
still working under the terms of the prior permit. First draft of the new permit is
expected this Fall. Martin St. George provided the committee an update on
changes to the Local Limits process. It's been 20 years since the last change.
Flows have changed from industrial to more Beer and Wine production and testing
and limits should be altered accordingly. These changes are awaiting the approval
of the Regional Board.
3.4 OPERATIONS UPDATE

Joe Schwall, Acting Deputy Director Subregional Operations updated the SubTAC
on the recent storm and plant operations. The heavy two day downpour resulted in
a 50 year flood event. The resulting flow stressed operations, but no untreated
water was discharged from the plant. Additional storage areas were put to use to
preserve water quality. The discharged water was fully treated and was release to
create storage for upcoming flows. The plant is in good shape for the upcoming
wet weather. Microgrid Project update given. Renewable Sonoma won the bid for
the solid waste composting project. They recommend taking over the compost
facility currently run by the City, which would push our operations elsewhere.
Options are still being explored. SubTAC offered their compliments to the City's
continuity and performance through the recent change in leadership.
4. ADJOURNMENT
There being no further business to come before the Subregional Wastewater
Technical Advisory Committee, Jennifer Burke, Interim Director of Santa Rosa
Water, adjourned the meeting at 9:20am.
The next meeting will occur Thursday, April 4, 2019 at 8:00am.
